The Transportation Worker 4 Equipment Operator performs advanced level, specialized skilled work in construction and maintenance of highways and bridges. The incumbent in this position will work out of the West Virginia Division of Highways (DOH) Equipment Division located in Upshur County. Duties include operating an under-bridge inspection truck and/or tractor trailer low drag to transport equipment and traveling out of state to pick up, secure, and transport equipment purchased from General Services Administration (GSA) surplus property.
Most travel is to states that border West Virginia but can be to anywhere within the United States. When not traveling, this position will be assisting with work at the Equipment Division, such as loading and unloading equipment, operating various pieces of equipment and assisting with the DOH Equipment Division Surplus Auctions. The incumbent will be operating a variety of other motorized highway maintenance equipment when required.
Other responsibilities include manipulating levers and other controls that move articulating booms, and mentoring and leading lower-level transportation workers. This position will require frequent travel with overnight stays, and a class ‘A’ commercial driver’s license (CDL). May be exposed to hazardous working conditions and inclement weather. Performs other related duties as required.
The selected applicant will be placed in a U.S. Department of Labor apprenticeship program. Progression through the apprenticeship program is dependent upon hours completed, proficiency in work, training completed, as well as maintaining and/or obtaining a Commercial Driver’s License (CDL).

- Perform per-operational check of equipment.
- Operate a tractor-trailer low drag to transport equipment.
- Manipulate levers and other controls that move articulating booms.
- Operate an under-bridge inspection truck.
- Lead or train lower-level transportation workers.
- Travel may be required; therefore, a valid driver’s license is required.
- In the area of assignment of Equipment Operator, a Commercial Driver's License (CDL) is required.
• Knowledge of advanced-level methods, materials, tools, and equipment used in the maintenance and repair of gasoline and diesel-powered equipment.
• Knowledge of the operation of trucks equipped to reach under bridges.
• Knowledge of the Division of Highways Equipment Management System.
• Knowledge of the standard safety procedures of the Division of Highways.
• Knowledge of the nomenclature, use, and maintenance of welding equipment and cutting equipment.
• Knowledge of acetylene, propane, and other gases, characteristic dangers, and uses with welding and cutting equipment.
• Knowledge of welding rod specifications as outlined by the American Welding Society (AWS).
• Knowledge of basic mathematics.
• Knowledge of melting temperatures of various metals used in bridge maintenance and repair.
• Knowledge of materials, design, and assembly procedures used in welding.
• Knowledge of the type of rock, aggregate, and soil found in core drilling.
• Knowledge of safety practices for core drilling work.
• Skilled in the manipulation of levers and other controls that move articulating booms.
• Skilled in the use of tools and equipment used in the repair of motor-driven equipment.
• Ability to diagnose mechanical problems and determine appropriate procedures for repairs.
• Ability to train lower-level mechanics.
• Ability to read and lay out plans.
