Under general direction, the Development Services Technician supports the work of professional staff for the Development Services Department and performs a variety of administrative and clerical assignments involving the development review process. This position is highly visible and involves frequent contact with the public.
Essential Job Functions- Handles all administrative aspects related to Planning and Zoning Commission, Historic Landmark Commission, Zoning Board of Adjustment, Board of Adjustments and Appeals, and the City Council meetings, in accordance with established deadlines, including agenda and notification preparation, mailing required notices and publications, meeting packet assembly, publication and delivery, staff report review, meeting minute preparation, and case file management.
- Reviews and processes sign permit applications.
- Coordinates all addressing for property within the City limits.
- Administers the City’s annual Credit Access Business (CAB) registration process.
- Assists in responding to requests for information from other departments, agencies, and the public.
- Coordinates the department’s response to requests for Open Records.
- Processes staff travel requests.
- Archives documents using Laserfiche scanning software.
- Produces maps, reports, or graphics for presentation purposes.
- Manages department vehicle and reservation calendar.
- Prepares, commits to, and implements a structured, self-directed program for continuing education.
- Performs additional duties and responsibilities, as required.
- Responds regularly and promptly to work.
Required:
- High School Diploma or GED.
- At least two (2) years of work experience performing administrative/clerical support responsibilities and/or performing work related to planning, land development, community development or building construction/inspection.
- Experience in municipal government.
- Experience with scanning software (Laserfiche) and/or experience with governmental software (HTE). Preferred, but not required.
- Additional coursework beyond high school in business, public administration, planning, or a closely related field of study.
Equivalent combinations of education, experience, certification, and training may be considered.
Knowledge, Skills & AbilitiesKnowledge of:
- Municipal planning and zoning principles and practices.
- Principles, practices, and procedures of public administration.
- Electronic record keeping.
- City of Bryan development review-related processes.
- Basic research methods.
Ability to:
- Organize workload, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
- Use spreadsheet and word processing applications (Microsoft Word/Excel/Outlook) and learn other governmental software (HTE) to perform day-to-day tasks.
- Work independently and use good judgment when completing tasks.
- Maintain a high level of attention to detail for extended periods of time.
- Read, understand, interpret maps, legal surveys and development plans, including site plans, landscape plans, subdivision plats, building plans, and construction drawings.
- Research, gather, evaluate, prepare, and maintain data pertaining to development projects and department functions.
- Read, understand, and interpret pertinent federal, state, and local laws, codes, and regulations.
- Effectively present information and respond to questions from groups of managers, customers, and the general public.
- Take the initiative to learn individual job tasks and continue to broaden knowledge levels by willingly accepting new responsibilities and attending training to advance skills.
- Demonstrate satisfactory performance, regular, reliable, and punctual attendance.
- Abide by City and department administrative directives, policies and procedures.
- Provide management with sound, positive advice, and information concerning the incumbent’s area of responsibility.
- Establish and maintain cooperative working relationships with those contacted in the course of work and to communicate effectively with co-workers and the general public.
