Project Context

Bechtel is partnering with Next Decade to support their vision to provide the world access to lower carbon energy with the Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal on a 984-acre site. The first phase includes three liquefaction trains, two storage tanks, and one marine berth. At full capacity, the facility will have a production capacity of 27 million tonnes per annum (MTPA).

Brownsville is a city with a diverse history and culture, located in the southern region of Texas near the Rio Grande River and the Gulf of Mexico.

Job Summary

In this role, you will provide project field engineering specialization and expertise with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and subcontract coordination. Your recommendations will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements. #LI-BH1

Major Responsibilities
  • Specialization & Expertise – Provides knowledge and expertise in a particular discipline, subject matter, or specialized process required for construction (e.g., tunnel boring, site de-watering, glove boxes, special coatings systems, HVAC systems, Fire Detection and Suppression, reactor tender gallery coordinator, etc.).
  • Technical Consultation – Provides technical consultation support to projects.
  • Work Planning & Packaging – Prepares construction drawings and sketches; leads preparation of construction drawings and schedules, designs temporary construction facilities, and ensures preparation of "as built" drawings and other job plans.
  • Material Management – Initiates requisitions for field purchases; prepares quantity takeoffs of field purchased material and equipment.
  • Quantities – Leads the verification of commodities on quantity tracking systems or other computer database systems as required.
  • Safety / Quality Control – Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others; ensures tools and equipment are in safe condition and operated safely.
  • Technical – Proactively considers continuous learning or shows interest to pursue appropriate learning activities.
  • STR / Subcontract Coordinator – Reviews and approves inspection test plans.
Education and Experience Requirements
  • Required: Bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
Required Knowledge and Skills
  • Technical knowledge of all phases of construction engineering relating to a single discipline interfacing with all areas, or in a multi-discipline position assigned to a single area.
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
  • Familiar with Bechtel's Business Ethics handbook and policies.
  • Knowledge of the Project Environmental, Safety & Health (ES&H) Handbook and Bechtel Core Processes as they relate to the area of responsibility.
  • Knowledge of project-specific environmental compliance requirements.
  • Knowledge of Bechtel's "Zero Accidents" safety program.
  • Knowledge of the use of subcontracts and contractor/subcontractor responsibilities in subcontract documents.
  • Prior experience supervising and administering subcontractors.
Additional Information

Must be willing to work a flexible schedule as required, including night shifts or split shifts. The work requires physical ability to conduct field inspections (extensive walking on a construction site, high heat and humidity, climbing ladders/scaffolding, working on elevated platforms and uneven surfaces, and in confined spaces). Some lifting may be required. Must be able to enter/egress the project and use required PPE (e.g., harness, life vest, lift buckets).
