Principal Function: The Capital Projects & Procurement Senior Manager will perform professional and technical project management and procurement duties for the Town. The employee will also perform supervisory and administrative duties in coordinating the operation of Capital Projects and Town Procurement. The Capital Projects & Procurement Senior Manager will provide technical review and assistance for reviewing development plans as well as Town purchasing processes.
Essential Duties and Responsibilities: Duties include, but are not limited to:
- Performance or assisting in the supervision and overall management of a variety of complex project management duties associated with the planning, location, design, construction, maintenance or operation of roads and bridges, buildings, sewage treatment plants, Stormwater collection systems, sewers and other municipal civil engineering projects.
- Work closely with project engineers, architects and other internal or external stakeholders.
- Oversee the management of all phases of complex public works construction projects, securing grant funding sources, coordinating with permitting and public utility agencies, performing historical document research and review and the supervision of right-of-way acquisition.
- Assist in the definition of project scopes, objectives and budget.
- Prepare, evaluate and approve construction documents including, but not limited to contracts, change orders and payments.
- Inspect construction projects to ensure compliance with construction documents.
- Initiate, receive and analyze RFP/RFQ responses and cost estimates.
- Create and maintain comprehensive project documentation.
- Manage the development and administration of the annual budget for the department.
- Manage and participate in the development and implementation of goals, objectives, polices and priorities.
- Prepare, review and present staff reports, various management and information u[dates and reports on projects to the Management Team and Town Council.
- Respond to difficult and sensitive public inquiries and complaints and assist with resolutions and alternative recommendations.
- Meet and confer with contractors, engineers, developers, architects and a variety of outside private and public agencies and the general public in acquiring information and coordinating engineering matters.
- Provide information regarding Town development requirements.
- Oversee Town procurement processes and monitor procurement practices to streamline and guide purchasing in each department.
- Any other duties as assigned by the Assistant Town Manager or their designee.
Requirements
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty according to the requirements of the Town of Brownsburg. Education and/or Experience: A Bachelor's Degree in Civil Engineering, Construction Management or other related field is desired. Must have three (3) to five (5) years of related project management experience or a combination of experience and education.
Knowledge, Skills, and Abilities:
- Thorough knowledge of construction principles and practices applied in the planning, location, design or construction of construction projects.
- Knowledge in accounting and project cost analysis.
- Knowledge of and experience in utilizing various accounting software programs as well as Excel.
- Knowledge of and experience in public purchasing processes and principles.
- Thorough knowledge of the principles and practices applied in the inspection and testing of materials used in construction projects.
- Knowledge of pertinent Federal, State and local laws, codes and regulations.
- Ability to perform all the algebraic and trigonometric computations applied to surveying and design operations.
- Ability to apply logical or scientific thinking to define problems, collect data, establish facts and draw conclusions.
- Ability to interpret a variety of technical instructions and can deal with multiple variables.
- Ability to use advanced algebra, exponents, logarithms, linear equations, quadratic equations, mathematical induction and binomial theorem, permutations, calculus and/or analytic geometry.
- Ability to perform basic statistical calculations including frequency distributions, reliability and validity of tests, normal curve, analysis of variance, correlation techniques, chi-square application and sampling theory and factor analysis.
- Ability to prepare business letters, proposals, summaries and reports using prescribed format and conforming to all rules of punctuation, grammar, diction and style.
