Seeking an experienced Privacy Counsel to provide surge legal capacity supporting complex, sensitive, and high-priority privacy, data protection, and cybersecurity initiatives across government agencies.
This is a hybrid role requiring senior-level legal expertise in U.S. privacy law, enterprise privacy programs, and government operations.
- Hybrid: 3 days onsite / 2 days remote
- Hours: Monday–Friday, 9:00 a.m.–5:00 p.m.
- Weekly Hours: 35 hours/week (mandatory unpaid meal break after 6 hours)
Legal Advice & Counsel
- Provide expert legal advice on complex and urgent privacy, data protection, and cybersecurity matters.
- Advise government agencies on federal, state, and local privacy laws and regulations.
- Conduct and advise on privacy impact assessments and technology/data use initiatives.
- Draft, review, and shape privacy-related policies, legislation, and guidance.
- Monitor and analyze legislative and regulatory developments in privacy and cybersecurity.
Contracts & Agreements
- Draft, review, and negotiate privacy-related agreements, including MOUs, NDAs, data-sharing agreements, terms of service, and multi-agency data integration agreements.
Compliance & Training
- Develop privacy policies, guidance, templates, and training materials.
- Design and deliver privacy training programs.
Stakeholder Engagement & Representation
- Represent leadership in privacy organizations and interagency working groups.
- Engage with senior government stakeholders, including executive offices and legislative bodies.
- Participate in public-facing privacy discussions, panels, publications, and media engagements as directed.
Strategic Support
- Prepare legal briefs and provide strategic advice to senior officials.
- Support special projects and initiatives as assigned.
✅ Required Qualifications
- Minimum 12 years of legal experience, including experience in government or implementing/supporting an enterprise privacy program.
- Admission to the New York State Bar and in good standing.
- Demonstrated hands-on experience with U.S. privacy and data security laws, including NYC Identifying Information Law, GDPR implications for U.S. entities, CCPA/CPRA, HIPAA, and state breach notification laws.
- Experience drafting and negotiating privacy-related agreements (MOUs, NDAs, data-sharing agreements, MSAs, terms of service).
- Experience developing privacy policies, compliance materials, guidance, and templates.
- Experience conducting or supporting privacy impact assessments or privacy risk analyses.
- Experience advising on privacy implications of emerging technologies and digital services.
- Strong ability to communicate complex legal issues clearly to senior leadership and non-legal stakeholders.
- Demonstrated success collaborating with interdisciplinary teams.
- Possession of at least one active IAPP certification (e.g., CIPP/US, CIPP/E, CIPM, CIPT, AIGP).
- Experience working as an attorney within a government agency (federal, state, or local), or
- Extensive legal counsel to government agency clients, or
- In-house legal experience in a large, complex enterprise or highly regulated industry.
