Who We Are:

Community Counseling & Mediation (CCM) is a Brooklyn-based nonprofit organization dedicated to improving the mental, emotional, and social well-being of New York’s most vulnerable populations. Since 1982, CCM has provided culturally sensitive behavioral health, addiction treatment, supportive housing, and youth and family services to over 25,000 individuals annually across Brooklyn and Manhattan.

Program Overview:

CCM operates Article 31 Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) clinics offering comprehensive psychiatric care to children, adolescents, and adults. Services include therapy, group counseling, medication management, and crisis intervention. CCM also administers an OASAS-licensed addiction treatment program, serving individuals facing substance use and co-occurring mental health challenges.

Position Summary:

We are seeking a dynamic, board-certified Medical Director/Psychiatrist to lead the clinical vision of our Article 31 and OASAS-licensed programs. The Medical Director will oversee psychiatric and addiction treatment services, supervise multidisciplinary clinical teams, ensure compliance with regulatory requirements, and drive the delivery of high-quality, person-centered care.

This leadership role combines direct patient care with strategic program oversight and offers the opportunity to shape mental health and addiction treatment services for underserved communities in New York City.

Key Responsibilities:

Clinical Leadership & Oversight
  • Provide strategic oversight of psychiatric services across Article 31 mental health clinics and OASAS addiction treatment programs
  • Ensure compliance with OMH (Part 599) and OASAS regulatory standards
  • Uphold high clinical standards across all service areas
Direct Psychiatric & Addiction Treatment
  • Conduct psychiatric evaluations and provide diagnoses and treatment for mental health and substance use disorders
  • Develop and monitor individualized treatment plans including medication management
  • Ensure continuity of care and monitor patient outcomes
Staff Supervision & Support
  • Supervise and mentor clinical staff including therapists, nurse practitioners, and social workers
  • Provide clinical consultations and support case reviews
  • Foster a collaborative, professional, and culturally competent clinical environment
Program Development & Quality Improvement
  • Develop and update treatment protocols and care pathways in collaboration with CCM leadership
  • Lead quality assurance initiatives, including clinical documentation reviews, outcome tracking, and audit preparedness
  • Identify and implement improvements to enhance client experience and outcomes
Training & Professional Development
  • Oversee and facilitate staff training on clinical best practices, medication management, and trauma-informed care
  • Support continuing education and licensure compliance
Crisis Management & Community Engagement
  • Provide leadership and guidance during mental health crises
  • Build relationships with local healthcare providers and community stakeholders to expand access and resources
Minimum Qualifications:
  • MD or DO degree from an accredited medical school
  • Board certification in Psychiatry
  • Valid New York State medical license
  • Minimum 5 years of experience in psychiatric care, preferably in community or outpatient settings
  • Minimum 3 years in a clinical leadership or supervisory role
  • Deep understanding of OMH and OASAS regulations and Medicaid billing practices
  • Strong communication, leadership, and organizational skills
Preferred Qualifications:
  • Experience serving diverse, underserved populations
  • Familiarity with integrated care models and evidence-based treatment approaches
  • Proficiency in trauma-informed and culturally responsive care
  • Bilingual (English/Spanish) strongly preferred
