Mercy First is a not-for-profit human and social service agency that has been serving children and families in need since we were founded by the Sisters of Mercy/Hermanas de las Misericordia in 1894. Today our agency continues to address the emotional and physical needs of children and families in Brooklyn, Queens and across Long Island through innovative treatments and life-changing interventions.

We provide community-based prevention and family foster care services, group homes in the community for struggling children and families within the child welfare and juvenile justice systems, and short-term residential services for unaccompanied migrant children. Each year, Mercy First serves more than 3,000 children, teenagers and families overcome enormous obstacles, re-imagine their futures and develop their full potential.

Program Background

We strive to maximize positive outcomes for the families we serve. The QI Coordinator monitors regulatory compliance, measure performance against best practice standards, and creates further program improvement measures based on stakeholder feedback.

Summary

Mercy First is currently seeking a QI Coordinator responsible for monitoring compliance with all regulatory and funding source requirements for assigned Mercy First Programs.

Required Qualifications
  • Associates in health, public health, policy or related field. A bachelor’s degree in health, public health, policy or related field is preferred.
  • Relevant training and/or experience in child protection, child welfare or refugee services. Knowledge of NYC child welfare programs, NYC ACS, NYS OCFS, NYS OMH, Federal ORR and other state/federal systems a plus.
  • Demonstrated ability in analytic and critical thinking skills.
  • Excellent oral and written communication skills.
  • Computer proficiency in Word, Excel, and PowerPoint with ability to learn NYS CONNECTIONS, NYS Data Warehouse, Federal ORR Portal and ASARA.
  • Understanding and willingness to commit to the agency’s Mission, core values, Sanctuary Commitments and Diversity, Equity, Inclusivity, and Belonging (DEIB).
Responsibilities
  • Assisting programs with monitoring adherence to Federal, State and local code and regulations and accrediting body standards and improving overall program performance.
  • Must master and stay current with regulations and requirements of assigned programs.
  • Conduct case record reviews and prepare quarterly and annual Case Record Review reports, aggregate data, analyze trends, and working collaboratively with program staff regarding follow-up activities and improvements, as required.
  • Oversee safety activities including facility inspections, assessments and evaluations; incident/accident/grievance tracking; case reviews related to incidents. Tracks safety and risk activities and documents and conduct Fire and Safety inspections for all agency sites.
  • Tracks Critical Incidents and generates daily and monthly reports to share with relevant program and administrative staff.
  • Lead program Incident Review Committee meetings, at least quarterly but usually monthly, ensuring minutes including corrective actions are recorded and prepare quarterly and annual Safety reports, aggregating incident /accident /grievance / inspection data, analyzing quarterly and annual trends and working collaboratively with program staff regarding follow-up activities and improvements.
  • For foster care:
    Manages Office of Special Investigation (OSI) requests, forwards notifications and requests to appropriate departments for follow-up, ensures that the appropriate information is gathered, including satisfactory resolution to the inquiries and investigations. Reviews the Foster Care Notifications Window daily via NYC-ACS Connections Database and notifies foster care staff of any investigations.
  • For Residential programs:
    Manages Justice Center investigations, notifying program, interviewing staff and/or residents, reviewing camera footage, developing corrective actions, collecting relevant documentation of corrective actions.
