Mains’l Services is seeking a Director of Quality and Compliance to join our crew. The Director of Quality and Compliance will oversee the compliance for the organization’s multi‑state services ensuring adherence to state and local regulations governing Long Term Services and Supports and Home and Community Based Services programs. This role will manage, develop, and coordinate a system to promote the highest level of quality and compliance of Mains’l.

The Director of Quality and Compliance will provide leadership and direction to team members and partner with internal stakeholders to mitigate risk and ensure continuous and ongoing compliance. They will serve as an internal consultant on compliance, risk and ethical considerations in collaboration with other departments for organizational decision making.

What You’ll Do (The

Job Duties )
  • Develop, implement, and manage a comprehensive compliance program specific to state service requirements for all Mains’l service offerings.
  • Develop, update, implement, and enforce all company policies and procedures assuring proper record keeping and documentation requirements are met.
  • Integrate compliance, risk management, and quality improvement processes across all California, Minnesota, and Fiscal Employer Agent (FEA) operations.
  • Conduct and coordinate audits and risk assessments per the Mains’l audit plan, providing corrective actions and recommendations for improvement.
  • Prepare quarterly and annual compliance reports for senior and executive leadership.
  • Identify systemic issues and lead corrective action plans in collaboration with team members responsible.
  • Oversee internal investigations of potential compliance violations involving services contractual and licensures obligations, state and federal regulations and incidents including those related to fraud, waste, or abuse.
  • Oversee implementation of any corrective action plans resulting from external reviews or audits.
  • Provide compliance guidance during program expansion, contract renewal, or new service implementation in either state.

Work Structure: Hybrid work model with frequent travel to the MN office and Program sites as well as travel to CA including overnight travel.
Wage: $84,/year

What You Need:
  • Bachelor’s degree in Healthcare administration, public policy, human services, business administration, or a related field required
  • Master’s degree preferred.
  • 7 years experience in compliance, regulatory affairs, or fiscal oversight within human services, healthcare, or government‑funded programs.
  • Direct experience preferred with
    • CA DDS service system and Regional Center vendorization
    • MN DHS licensing and 245D HCBS programs
    • Fiscal Employer Agent (FEA) operations under Internal Revenue Service, Section 3504
    • Medicaid waiver programs and CMS self‑directed service requirements
  • Proficiency in Microsoft Office Suite
  • Deep understanding of federal and state regulations governing Medicaid Waiver programs and self‑directed services
  • Exceptional written and verbal communication skills, with the ability to explain complex regulations clearly
  • Experience in conducting audits including summarizing findings, making recommendations, and developing continuous improvement activities
  • Experience interpreting and applying regulatory statutes, contracts, provider licensing requirements, and technical advisories
  • General understanding of technical compliance and industry‑specific terminology and legislation
