Main Purpose of Role- Perform the role of the Commission Manager, taking responsibility for end‑to‑end service delivery.
- Ensure client objectives are met through an effective cost management service.
Senior Cost Managers handle commissions ranging from £10 m to £50 m, depending on project complexity.
Key Accountabilities Commission Management- Coach junior staff, allocating roles and responsibilities to ensure effective cost management.
- Advise clients on feasibility studies and procurement options.
- Manage estimating and cost planning; present final cost plans to clients.
- Conduct tendering and procurement (pre‑qualification, tender list, preliminaries, tender analysis, tender report, contractual documents) using The Hive and eTender Platform.
- Act as contract administrator, managing post‑contract cost variances and change control processes.
- Peer‑review cost allowances and perform valuations on larger projects, ensuring timely and accurate cost checks.
- Produce monthly post‑contract cost reports via the Cost Control App and present them to the client.
- Input into value engineering and negotiate final accounts.
- Interface with client, Project Manager and other consultants at all stages.
- Work collaboratively with Turner & Townsend’s project management team during delivery.
- Lead a cost management team where appropriate, ensuring they deliver all accountabilities.
- Utilise bespoke digital tools (The Hive Benchmarking App, CostX, Market Rates App, eTender Platform, Cost Control App).
- Implement the Embodied Carbon Calculator to produce carbon footprint reports.
- Support the execution of the New Leaf strategy.
- Manage internal fees, internal job costing and resourcing requirements.
- Identify opportunities to develop new business with existing clients and report them to the line manager.
- Develop and maintain a professional network of peers and potential clients.
- Lead bid submissions.
- Identify ways to improve cost management procedures, templates and products.
- Participate in external groups, networking and CPD events.
- Knowledge management – input key information and learning into the internal database.
- Process improvement – propose internal system improvements.
- Mentor and support junior staff.
- Manage projects on D365.
A Senior Cost Manager typically reports to an Associate Director, Project Director or Director.
Key Performance Indicators- Commissions managed to quality standards and completed efficiently and on time.
- Service delivery in line with conditions of appointment.
- Good client and cross‑functional team relationships.
- Effective member of the cost management team, taking responsibility for Assistant Cost Managers and Cost Managers where appropriate.
- New business opportunities identified with existing clients.
- Margin levels tracked on all commissions.
- Key information and data effectively cascaded and appropriately retained.
- Ability to work autonomously.
- Self‑motivated, initiative‑driven and able to meet tight deadlines.
- Chartered status achieved.
- Confident and professional manner.
- Highly organised and able to prioritise workload.
- Collaborate and build relationships across the business.
- Work well under pressure.
- Delegate tasks to junior team for technical development.
