The role
Take the lead in shaping and delivering a major capital investment programme of up to £25m per year, with the autonomy to influence strategy and the support of a highly experienced Programme Manager and framework partners. This role combines end‑to‑end project ownership, leadership of a large multi‑disciplinary team, and a strong focus on safety, governance and high‑quality outcomes.
Responsibilities- Oversee the design and delivery of a substantial annual capital programme, ensuring robust governance, realistic budgets and programmes are in place to avoid delays and cost risk.
- Lead and coordinate a team of around 50 people (direct and indirect), creating and maintaining an effective people plan, aligning ways of working and ensuring the right skills and experience are applied to key decisions.
- Own monthly project and programme forecasting, proactively managing variances, flagging risks early to Programme Managers and Directors, and operating in line with NEC and internal governance protocols.
- Champion a “Home Safe and Well” culture, conducting and supporting audits across health, safety, quality, environment and critical controls, and driving continuous improvement from findings.
- Ensure works orders and instructions are only issued once capital expenditure is approved and within agreed budgets, building and maintaining trust with senior stakeholders and the Board.
- Review and challenge proposed technical solutions to ensure they deliver exemplary outcomes for water quality, protect the environment and safeguard public health, fully aligned with company standards.
- Maintain and actively manage a comprehensive risk register, regularly reviewing risks and opportunities with the Programme Manager so there are no surprises.
- Support the ongoing growth and development of colleagues by ensuring regular one‑to‑ones, annual appraisals and appropriate training and development programmes are in place.
- Work closely with partners, suppliers and support staff to make sure they are competent, well briefed and aligned with company expectations on safety, quality and delivery.
