The Adams County Health Department (ACHD) seeks a proactive and analytical Change Management and Evaluation Specialist to drive agency-wide improvement through strategic change initiatives, program evaluation, workforce development, and development of the intern and practicum student program. This hybrid role is instrumental in advancing the department’s vision by leading change initiatives, fostering stakeholder engagement, building staff capacity, strengthening the pipeline of future public health professionals, and using data to drive decision-making.
The ideal candidate will bring experience in both managing organizational change and evaluating programs using mixed methods approaches, along with the ability to design and implement structured internship and practicum opportunities that support ACHD’s vision and workforce development goals.
This position reports directly to the ACHD Performance Excellence Manager and will engage with staff at all levels of the organization, including leadership, managers and supervisors, frontline employees, and the Board of Health, to lead change management efforts, conduct program evaluation, and develop a strong pipeline of future public health professionals.
Examples of Duties for Success
Change Management Strategy and Execution
- Lead organizational change initiatives that support adoption of new systems, technologies, and business processes.
- Develop and implement strategies aligned with ACHD’s strategic plan and public health priorities.
- Conduct stakeholder impact and readiness assessments to guide transition planning.
- Create and manage detailed change management plans, including timelines, communications, and risk mitigation strategies.
- Adapt tools and resources for varying technical proficiency levels among users.
Change Management Training and Capacity Building
- Design, implement, and lead a comprehensive change management training program for ACHD staff.
- Develop interactive materials, workshops, and learning resources that increase awareness, understanding, and capability in managing and adapting to change.
- Partner with supervisors and leadership to integrate change management principles into team culture and operations.
- Continuously evaluate and refine training content based on staff feedback and evolving organizational needs.
Program Evaluation and Continuous Improvement
- Design and conduct evaluations using qualitative and quantitative methods to assess program effectiveness.
- Collect, analyze, and interpret data to inform public health decision-making.
- Maintain and update evaluation project calendars, documentation, and reports.
- Create dashboards, visualizations, and summaries to communicate key performance indicators and outcomes.
- Support internal survey design, implementation, and analysis for quality improvement.
- Demonstrate experience and proficiency in developing Logic Models and providing training to staff on their application to program design, implementation, and evaluation.
Intern and Practicum Student Program Development
- Establish a structured program to support workforce development and strengthen ACHD’s public health initiatives.
- Develop standardized processes and materials for student onboarding, supervision, evaluation, and project alignment.
- Partner with academic institutions to establish pipelines and align with educational objectives.
- Support ACHD supervisors in providing meaningful mentorship and supervision to students.
- Collect and analyze student and supervisor feedback to assess program impact and drive improvements.

More Qualifications for Success
Required:
- Bachelor’s degree in public health, social sciences, program evaluation, or a related field.
- Minimum of 5 years of relevant experience in program evaluation, change management, or organizational development.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
Preferred:
- Experience with public sector or public health environments.
- Experience in curriculum design or staff training development.
- Familiarity with survey and statistical tools (e.g., Qualtrics, SPSS, NVivo).
- Experience with SharePoint, Smartsheet, Microsoft Teams, Adobe Acrobat, and web-based collaboration tools.
- Strong communication and facilitation skills for engaging diverse stakeholders.
- Prosci Change Management Certification or similar industry-recognized credential.
