The Public Health Nurse Executive is an exciting, new position in Adams County, working closely with the Public Health Project Director, internal departments, and external stakeholders to support the implementation of multiple public health nursing programs, functions, and operations in a new local public health agency in Adams County. This position will oversee development of policies, procedures, and practices around public health nursing programs that may include clinical, case management, and/or home visitation programs such as adult/child immunizations, sexual health, family planning, disease prevention, harm reduction, nurse home visitation programs (such as Nurse Family Partnership), a program for children with special health care needs (CSN), child fatality review, maternal, child, and adolescent-focused programs, and other innovative public health programs.

This position will support planning, organization, direction, and implementation of priority public health programs, and coordinates, develops, and integrates these program activities and services into Adams County’s new health department in collaboration with local, state, and federal agencies, and health systems partners to ensure the delivery of high-quality public health nursing services in Adams County.

This role will work at both the Government Center (4430 S Adams County Pkwy, Brighton, CO) and the Westminster Public Health Clinic (1401 W 122nd Ave, Westminster, CO).

  • Knowledge and experience in maternal health, prenatal and postpartum care, family planning, pediatric health, immunizations, women’s health, community health, and partnership development.
  • Prioritizes the implementation of public health nursing services and programs based on community need and health equity considerations.
  • Works to develop budget for public health nursing programs, anticipating revenues, expenditures, staffing needs, and other resources.
  • Directs development of long-range goals and program plans, routinely reports on progress towards strategic goals, and leads efforts to implement effective performance management and quality improvement efforts.
  • Provides oversight of program planning, implementation, and evaluation for all public health nursing services and programs.
  • Actively seeks opportunity to promote health equity in Adams County communities through health department programs and in collaboration with community partners.
  • Identifies current best public health practices and initiates changes to improve these practices based on current public health data trends, emerging best practices, and research findings; works with others to implement appropriate programmatic, policy, and practice efforts.
  • Collaboratively works to select, implement, and manage ongoing successful use of the health department’s electronic health record system (EHR) with attention to system accuracy, security, confidentiality, and utility.
  • Develops, approves, and interprets policies and procedures, and ensures compliance with professional protocols and standards of care and applicable laws, rules, and regulations.
  • Researches funding opportunities and collaborates with other health department and County staff on cross-cutting opportunities for shared funding
  • Upon health department formation, may provide direct and indirect supervision through first and second-level supervisors of all positions, employees, and functions within selected nursing programs. Provides broad direction, oversees policy and procedure standards, and may evaluate performance of nurse managers, supervisors, direct reports, and program operations.
  • Researches, develops, and implements relevant onboarding and staff training protocols, workforce development plans, and empowers staff to pursue continuing education and career development opportunities. Activities include orientation, in-service training, continuing and advancing academic preparation, and active participation in professional and related organizations. Uses national sources of training materials for staff education in core functions and competencies of public health nursing.
