The Regulatory Specialist supports the cooperative’s mission by monitoring, analyzing, and ensuring compliance with regulatory, legal, and policy matters that impact electric system operations, power supply, and participation in the Southwest Power Pool regional transmission organization. Interfacing with the Federal Energy Regulatory Commission and the North American Energy Regulatory Commission is anticipated. This role works closely with internal leadership, counsel, and subject‑matter experts to ensure compliance with applicable regulations while participating in stakeholder processes before regulatory bodies and regional organizations and helps develop regulatory strategies that align with the cooperative’s long‑term business objectives and member interests.
EssentialJob Functions
Regulatory Strategy & Stakeholder Engagement
- Develops, in coordination with leadership, the cooperative’s strategy for engaging in stakeholder processes before regulatory bodies and regional organizations.
- Participates in regulatory proceedings, rule makings, and stakeholder forums on behalf of the cooperative.
- Establishes and maintains effective working relationships with regulators, government agencies, utilities, regional organizations, and market participants.
Regulatory Analysis & Policy Development
- Identifies, analyzes, and communicates regulatory, legal, and policy issues, primarily on the federal level, which may impact the cooperative.
- Identifies regulatory, legal, and policy barriers and advises on strategies to mitigate, adjust, or remove those barriers, with particular focus on:
- Power generation opportunities, challenges, and innovations
- Behind‑the‑meter technologies and issues
- Maintains a thorough understanding of pending regulatory proceedings, rule makings, and initiatives affecting the cooperative’s business interests.
- Maintains working knowledge of current and potential developments in regulation and market design across energy markets and products.
Compliance & Internal Advisory Support
- Advises cooperative departments on compliance with regulations related to energy marketing and sales, transactions, and operating rules and guidelines.
- Advises on regulatory compliance reporting requirements and supports internal compliance processes.
- Monitors compliance activities, conducts surveillance or audits of compliance processes and transactions, and assists with compliance investigations as appropriate.
- Manages and tracks corrective action responses, ensuring actions are implemented and properly documented.
- Assists in maintaining a cross‑departmental regulatory reporting requirements dashboard.
- In coordination with legal counsel, reviews contracts to ensure compliance with applicable regulations and solicitation requirements.
Collaboration & Business Support
- Participates in the development of regulatory strategies and policies that support the cooperative’s overall business strategies.
- Works cross‑functionally with internal experts to align regulatory compliance and policy objectives with operational and strategic goals.
- Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.
- Strong analytical, research, and written communication skills, enabling the individual to evaluate complex information, conduct thorough research, and produce clear, well‑structured documentation.
- Ability to communicate complex regulatory issues clearly to both technical and non‑technical audiences, ensuring that policy implications and regulatory requirements are easily understood across stakeholder groups.
- Proven ability to work collaboratively across departments and with external stakeholders, fostering productive relationships and ensuring policy development incorporates diverse perspectives.
- Demonstrated ability in regulatory and policy analysis, including the ability to interpret legislation, assess regulatory impacts, and provide evidence‑based recommendations.
