Under general guidance from the Vice President of Engineering, the Lead Project Engineer performs and oversees a wide variety of utility engineering work that may include managing multiple large and complex projects, writing specifications for equipment, managing and directing the work of engineering consultants, and coordinating with other departments to ensure the successful completion of projects. This position assists with setting direction for the development of electrical infrastructure, aligning with goals, strategic objectives, reliability, and regulatory reporting requirements.

Essential Job Functions:

The Lead Project Engineer will be responsible for the following:

  • Providing oversight of assigned engineering projects to ensure timely and accurate completion of the work. Assisting in the preparation of engineering budgets and work plans. Interfacing with Operations, Procurement, and other internal departments to ensure the work is completed according to all specifications and requirements.
  • Assisting in the development of the long- and short-range planning associated with all major substation improvements.
  • Performing detailed scoping for the development of new substations and modifications to existing substations. Includes the development and/or review of one-line diagrams, general arrangements, and other substation drawings.
  • Providing engineering support to construction resources during project execution. Track project costs against budgets and report status to management.
  • Writing project scopes for Requests for Proposals (RFPs) to procure consultant services. Reviewing consultant proposals, schedules, and bids, and performing evaluations of proposals to select consultants for projects. Reviewing and approving technical requirements in contracts.
  • Reviewing and overseeing the work of external consultants to ensure conformance with contract terms, project schedules, and cost estimates.
  • Reviewing and writing specifications for the procurement of equipment, such as transformers, breakers, relays, etc. Evaluating manufacturer proposals and recommending procurement decisions. Reviewing manufacturer drawings and performing factory visits and/or witness testing as required.

Job Functions:

Shares on-call responsibilities with other Engineering staff. May be asked to represent the Engineering department on internal and external committees.

Develop knowledge of the distribution system and the technologies involved in the management of the distribution system.

Must hold a valid Colorado driver’s license or have the ability to obtain one.

Must have a bachelor’s degree in engineering from an ABET-accredited program.

Minimum of eight (8) years of engineering experience, preferably in the electric utility or related industry.

Professional Engineer (PE) registration preferred.

Knowledge, Skills, and Abilities Required
  • Engineering skills, including the ability to understand the many complex components of power system projects.
  • Essential project management, including scheduling, budgeting, and planning.
  • Knowledge and familiarity with United Power’s Engineering, Design, and Operational processes and standards, or ability to become familiar in an abbreviated period of time.
  • Provides technical solutions to a wide range of difficult problems. Solutions must be imaginative, thorough, practicable, and consistent with United Power objectives.
  • Ability to hear and judge questions and concerns without preconceived notions to train and assist in the creation of beneficial solutions.
Supervision Received and Exercised:

May mentor or direct the work of lower-level Engineers, administrative staff, and/or student interns. Directs and oversees the work of external professional engineering and technical resources.

Works under minimal direction. Independently determines and develops approaches to solutions.

Frequent inter-organizational and outside customer contacts. Represents the organization in providing solutions to difficult technical issues associated with specific projects.
