Duties
* Performs as technical Subject Matter Expert (SME) and Action Officer (AO) for Installation Spectrum Management (ISM) and Personal Wireless Communications Systems (PWCS
* Determines customer requirements and assists customers by recognizing and analyzing trends and providing instruction and orientation services.
* Conducts feasibility studies to identify and analyze network failures

* Required to obtain (within 6-months of hire) or maintain an existing IAQ DOD 8570.01M, Federal Information Security Management Act of 2002, and the Clinger Cohen Act of 1996, and Special experience Identifier (SEI) 264,
* Information Assurance Technical Level II, ( Security +) IAW current AF directives.
* Recall to duty may be a requirement of this position

SPECIALIZED
EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Understanding of telecommunications for wireless transmission systems such as transmission media, data transfer, ground to ground radio, switching systems, or other very specific aspects of telecommunications. In addition to effectively manage the Spectrum Program, showing the ability to design, develop, test, install and equipment requirements relating to wireless transmission systems.
OR
EDUCATION:
Successfully completed a Ph.D. degree or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Knowledge of a full range of network systems (LAN/WAN) principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements and broad range of communications dealing with RF Spectrum and PWCS principles, concepts, methods, standards and practices in order to design, implement, operate and maintain current operations and new developments in those systems.
