Kitsap Mental Health Services (KMHS) is hiring a FHARPS Outreach and Engagement Specialist to support individuals involved in the criminal legal system who are experiencing serious behavioral health challenges and unstable housing. As part of Washington State’s response to the Trueblood settlement, this position plays a vital role in connecting clients to supportive housing, outpatient treatment, and stability in the community.
You’ll serve as a bridge between court systems, behavioral health services, housing providers, and our forensic services team—meeting clients where they are and empowering them toward recovery.
- Manage and track incoming referrals for FHARPS-eligible clients
- Carry a caseload of clients requiring outreach and engagement as their primary service need
- Conduct in-person and phone outreach, build rapport, and reduce barriers to service engagement
- Support participant transitions from incarceration or crisis settings into housing and community-based care
- Assist clients with housing navigation, landlord communication, and stabilization planning
- Collaborate with jails, courts, attorneys, and community providers to streamline referrals
- Attend court hearings and act as liaison between KMHS, legal teams, and housing partners
- Educate stakeholders on FHARPS services and advocate for participant placement and support
- Coordinate with KMHS teams and Designated Crisis Responders during outreach to high-needs clients
- Support participants with transportation access, public transit navigation, and paratransit setup
- Provide crisis intervention and connect clients to emergency services when needed
- Maintain accurate and timely documentation in the electronic health record
- Participate in case reviews, team meetings, and performance improvement initiatives
Education: Bachelor’s Degree in Psychology, social services, or behavioral health field.
Experience: Entry level (No Experience Required)
