Position: HELPER TRAINEE (VARIOUS TRADES) with Security Clearance

Responsibilities

You will assist skilled and semi-skilled trade workers by performing the simpler duties of the trade, i.e., obtaining tools, plans, and materials.

You will assist others in performing trade tasks such as disassembly, repair, and assembly of components; preparation, coating or removal of materials from surfaces; removal, fitting, and installation of piping.

You will assist others in performing trade tasks such as handling, storing and disposing of materials.

Conditions of Employment
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy must successfully pass the E‑Verify employment verification check.
  • Within the Department of Defense (DoD), appointments of retired military members within 180 days immediately following retirement are subject to 5 U.S. Code § 3326.
  • Male candidates born after 12‑31‑59 must be registered for Selective Service.
  • You must successfully complete a pre‑appointment physical examination.
  • You must obtain and maintain an interim and/or final security clearance before duty.
  • You may be required to pass a pre‑employment drug test (including marijuana) and may be subject to random testing.
  • You will wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously.
  • Work is performed in areas where potentially harmful physical and chemical agents are present; you must participate in medical surveillance programs.
  • This position may require travel to CONUS and OCONUS, including remote or isolated sites, and you must be able to travel on military and commercial aircraft for extended periods.
  • This is a bargaining unit position.
  • You will be required to lift items weighing up to sixty (60) pounds, and occasionally over 60 pounds.

Qualifications and Experience

Although a specific length of time and experience is not required for most trade and labor occupations, you must demonstrate the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasize the quality of experience, not necessarily the length of time.

The job has a screen‑out element for reliability and dependability. Examples include:

  • Received verbal or written praise for good work on the job, in school, the Armed Forces, Job Corps, etc.
  • Has only left a job under good circumstances in the last five years.
  • Received average or above average school grades or job appraisals.

Applicants must meet the Office of Personnel Management (OPM) Job Qualification Handbook for Trades and Labor Occupations. Experience includes paid and unpaid work, including volunteer work through National Service programs.

Education is not required.

Additional Information

You will be applying for the Helper Trainee (Various Trades) and not a specific trade. PSNS and IMF management reserves the right to place you in a specific trade.

A recruitment incentive of $2,000 or more may be authorized based on your level of knowledge, skills, and ability.

The announcement uses Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates.

The announcement will be used to fill Helper Trainee positions at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF).

This position is covered by the Department of Defense Priority Placement Program.

Multiple vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet pre‑employment requirements, including failure to report to any scheduled appointment.

The selection of an annuitant is subject to DoD and Navy policy on the employment of annuitants.

Veterans' preference does not apply under this hiring authority, but if claimed, supporting documentation must be submitted.

The position is subject to an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Certain incentives (recruitment, relocation, or student loan repayment) may be authorized to eligible selectees.

If selected below the full performance level, non‑competitive promotion to the next higher grade level may be possible after meeting all regulatory requirements and upon management recommendation.
