Overview

Under general supervision, assists in the development and implementation of the Accident Prevention Plan (APP) and the Public Transportation Agency Safety Plan (PTASP) and monitors the plans’ progress. Conducts trend analysis on accidents, events, injuries, and near misses to provide the agency with timely and pertinent information, focusing on improvement through training and education.

  • Follows up on trend analysis by recommending practical, results-oriented, and remedial training to proactively address safety concerns.
  • Prepares various analytical reports summarizing accident data trends; reviews policies, procedures, and processes for operational safety; analyzes related data and makes recommendations based on findings.
  • Plans, schedules, coordinates, and delivers safety training; researches training options that are consistent with agency goals and regulatory requirements.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for projects, services, and functional areas of safety, to include the driver safety camera program; recommends and administers relevant policies, procedures, and standards.
  • Ensures the Occupational Health and Safety program complies with applicable laws, rules, and regulations.
  • Evaluates and reports on the effectiveness and achievement of safety objectives; analyzes safety data to identify trends and deficiencies; recommends corrective measures; participates in implementation; and issues clear and concise memos to operators regarding unsafe driving behaviors for performance improvement.
  • Serves and participates in professional associations; maintains awareness of trends and developments in the field of Environmental Health and Safety (EHS); incorporates new developments as appropriate.
  • Serves as the technical advisor on identified occupational safety and accident prevention issues.
  • Reviews safety projects to identify proper hazard controls; coordinates control measures and programs, with management and employees.
  • Documents safety issues related to monitoring and measurement of goals in the Safety Management System (SMS); evaluates safety and risk mitigations for effectiveness and forwards reports to the Safety & Security Manager for follow-up.
  • Serves as the Designated Employer Representative (DER) in the absence of the agency’s Drug and Alcohol Program Manager. As the back-up, manages and oversees the agency’s compliance with the Federal Transit Administration (FTA) Drug and Alcohol Testing Program as required by 49 CFR Part 655 and Part 40.
  • Serves as the backup point of contact on all drug and alcohol testing matters, testing activities, and communicates with collection sites, laboratories, Medical Review Officers (MROs), and Substance Abuse Professionals (SAPs), and ensures timely notification and completion of required tests.
  • Receives and acts upon verified test results, makes determinations regarding employee removal from safety-sensitive duties following positive results or refusals, and maintains accurate records in accordance with federal regulations.
  • As the back-up, also schedules random tests, provides training and education to employees and supervisors, prepares compliance reports, and responds to regulatory audits.
  • Exercises discretion and sound judgment in handling sensitive information while ensuring compliance with FTA and DOT requirements.
  • Responds to, investigates, and manages hazardous incidents, near misses, and accidents to determine causation factors and/or improper work/behavioral practices for the purposes of training/retraining and education; evaluates industrial settings for enhancement of safety.
  • Team trains with agency employees, external trainers, and subject matter experts to deliver training in accordance with agency goals.
