Overview

Kitsap Mental Health Services (KMHS) is hiring an OCRP Outreach and Engagement Specialist to support individuals in the Outpatient Competency Restoration Program (OCRP).

The OCRP Outreach and Engagement Specialist helps people involved in the criminal legal system access community-based restoration services while promoting client engagement, housing stability, and long-term success. The role bridges gaps between legal, clinical, and housing systems by building trusted relationships with participants and external partners. This position plays a vital part in improving behavioral health outcomes, reducing recidivism, and delivering responsive, trauma-informed care across Kitsap County.

Primary

Responsibilities
  • Coordinate directly with Forensic Navigators (FNs) to manage OCRP capacity and referrals.
  • Support FN outreach to explain OCRP program participation and assess client suitability.
  • Manage incoming referrals and oversee tracking and coordination until enrollment.
  • Assist OCRP staff with client engagement and administrative tasks post-enrollment.
  • Identify engagement barriers and contribute to program improvement solutions.
  • Support the delivery of the Breaking Barriers curriculum, including scheduling, co-facilitation, and participant engagement.
  • Help ensure OCRP participants meet service hour requirements through outreach and coordination.
  • Provide pre-engagement and outreach activities, including calls, education, referrals, appointment reminders, and follow-ups.
  • Collaborate with jails, courts, DSHS, housing authorities, and community providers to support participant engagement.
  • Conduct presentations on OCRP services to courts, law enforcement, and legal teams.
  • Attend court hearings with participants; provide updates on progress when requested.
  • Facilitate communication between landlords and participants; promote positive landlord-tenant relationships.
  • Identify and secure housing options for OCRP participants and advocate for placement.
  • Build strong relationships with external agencies including FHARPS, FPATH, and Forensic Navigators.
  • Conduct outreach to participants who disengage from services; support re-engagement efforts.
  • Begin discharge planning early to ensure smooth transitions to housing or services.
  • Help reduce barriers to orientation and required appointments, including scheduling support and interpreter coordination.
  • Assist clients in navigating transportation systems or arranging access.
  • Encourage consistent participation in required groups or appointments.
  • Document client activity and progress in the electronic health record and other databases.
Minimum Qualifications

EDUCATION: Bachelor’s Degree in Psychology, social services, or behavioral health field.

EXPERIENCE: Entry Level (No Experience Required)

DRIVING: This position requires driving clients in a personal vehicle on behalf of the agency; therefore, the incumbent must meet agency driving requirements, including meeting the minimum age requirement of 21 years old, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver s license in the state of Washington, and having reliable, insured transportation.

LICENSURE: Agency Affiliated Counselor Registration.

Preferred Qualifications

EXPERIENCE: 2 years of job-related experience. Experience in co-occurring disorders treatment, individual and group therapy, vocational services, or substance abuse treatment. Experience interacting with several external agencies to include law enforcement, legal teams to include attorneys and legal advocates. Bah

  • Maintain a working knowledge of current trends in community mental health, including health care reform and automation of job tasks using computer technology.
  • Maintain a working knowledge of mental health rehabilitation standards.
