The Fiscal Analyst 3 provides high-level operational and administrative support to multiple divisions under the Director of the Operations Business Office, ensuring consistency, efficiency, and accountability across financial and administrative processes. The position serves as a central point of coordination between these divisions and the College’s Finance & Accounting Office, supporting informed decision-making and effective resource management. By consolidating and streamlining operational functions, the Fiscal Analyst 3 enhances organizational effectiveness, reduces duplication, and strengthens service delivery to both internal stakeholders and the College community.

Essential

Functions
  • Coordinate with staff in supported departments for travel authorization and expense process, ensuring compliance with college and state policies. Prepare and review employee expense reports for accuracy and policy adherence.
  • Coordinate with accounts payable to streamline workflows and resolve discrepancies.
  • Collaborate with supported departments to ensure contractor agreements and bids align with project needs and compliance requirements.
  • Maintain accurate documentation of bids, contracts, agreements, purchase orders, invoices, and payments (prevailing wage, intent affidavits, and other compliance records).
  • Create requisition for purchase order to be processed by Procurement and/or Accounts Payable to process vendor payments to ensure timely and accurate financial transactions.
  • Coordinate with Procurement and direct report to ensure compliance with state and college purchasing policies.
  • Oversee maintenance of accurate, timely accounting and records of purchases made on purchasing cards.
  • Review departmental budgets to ensure alignment with institutional goals and compliance with public funding regulations.
  • Analyze historical spending patterns to identify trends, inefficiencies, or opportunities for cost savings.
  • Evaluate budget variances and investigate causes (e.g., over/under-spending).
Qualifications

Minimum Qualifications
  • High school diploma or GED
  • Experience working in an administrative setting
  • Intermediate knowledge of Excel/Microsoft products
Desired Qualifications
  • Bachelor’s degree in business administration or a closely related field.
  • Two to three years of relevant professional experience in accounting, auditing, or budgeting
  • Equivalent education/experience

Benefits

This is a full-time classified position scheduled to work 40 hours a week, with a salary range of $52,920 - $71,148 annually. All classified positions will start their salary at Step

A. When you have completed six months of probation, you will receive a 5 percent pay increase. A collective bargaining agreement exists, and this position is covered by the Washington Public Employees Association (WPEA) Union. Classified positions qualify for the following benefits:
