Position: Environmental Compliance/Water Distribution Operator I

Under direction and supervision of the Senior Environmental Compliance Officer, this position is responsible for the preparation and implementation of a variety of water, sewer, pretreatment, and solid waste quality assurance programs and activities. This position works closely with City of Brawley personnel from the Water and Wastewater Treatment Plants, Streets and Utilities Divisions, and City Administration to implement:

  • Industrial Pretreatment Program and Sewage Collection System Operations and Maintenance
  • Solid Waste Program
  • Cross Connection Control Program
  • Water Distribution Program
  • Water Conservation Program
SUPERVISION RECEIVED AND EXERCISED

This is the first-level classification in the Environmental Compliance / Water Distribution Operator series. Initially under close supervision, incumbents learn city policies and procedures and perform inspection, operation, and maintenance functions for the city’s wastewater treatment plant facilities and streets and utilities divisions. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

EXAMPLES

OF DUTIES AND RESPONSIBILITIES Pretreatment Program and Sewage Collection System
  • Enforce the City’s Pretreatment Ordinance with Administrative Staff for commercial and industrial sewage dischargers. This includes preparing for sampling events and inspections and monitoring commercial and industrial sites for flow and pollutants of concern, such as wastewater discharge loading.
  • Recognize and prevent illegal dumping into the City’s wastewater collection system
  • Work with businesses to gather information and establish positive working relationships
  • Review self-monitoring reports and calculate discharge loadings
  • Work with existing spreadsheets and calculate billing costs
  • Support development and submission of reports as required to regulatory agencies, supervisory staff, Finance department, and others as required
  • Maintenance and operation of city sewage pump stations, generators, and support equipment
Solid Waste Program
  • Code enforcement for Street Sweeping, Trash, Recycling, and Green Waste contamination
Cross Connection Control Program
  • Complete Cross Connection Surveys
  • Conduct site visits and determine the location of backflow devices and hazards
  • Interact with business owners and address concerns
  • Enforce Cross Connection Control Ordinance
  • Send letters to business, commercial, and residential customers who have backflow assemblies
  • Support the development of reports to the Water Board Division of Drinking Water
Water Distribution System
  • Prepare and implement the Waterline Flushing Program
  • For the reduction of TTHMS and HASS disinfection byproducts
  • Prepare and implement Valve Exercising Program
  • Operate valve maintenance machine (WACHS Valve Exercise Machine)
  • Answer and address water-related complaints (low pressure, taste and odor, turbid water, potential cross connections)
Water Conservation Program
  • Support the development of reports for regulatory agencies
  • Enforce water conservation ordinances

Maintains accurate records and prepares oral and written reports as directed and as required by the Public Works Department and State of California regulatory agencies.

KNOWLEDGE AND ABILITIES
  • Support the development of comprehensive reports and maintain accurate records that are satisfactory to the Department of Health Services, the California Regional Water Quality Control Board, and the EPA Pretreatment Division, Public Works Supervisory and Administrative Staff
  • Valid Class C California Driver’s License
  • General knowledge of state water requirements, water codes, pretreatment requirements, state solid waste laws, city ordinances, and safety regulations
  • Ability to effectively communicate orally and in writing with industrial users, regulatory agencies, the general public, and Supervisory and Administrative Staff.
  • Ability to provide presentations and updates to the general public
  • Ability to coordinate activities with various Public Works Divisions
  • Follow oral and written instructions
  • Read and write English effectively and give oral and written instructions
