Work HoursMonday - Friday 8:00 am - 4:30 pm
Expected Starting Hourly Range$25.56 - $31.95
Working ConditionsTypical indoor office environment. Working on computer for long periods. Lifting up to 25 lbs alone and up to 50 lbs with assistance. Requires visual acuity, depth perception, and ability to hear and identify sounds.
Essential Functions- Develops, implements, and administers division policies and projects.
- Performs special management reviews, productivity studies, research projects, and statistical analyses.
- Monitors human service programs to ensure grant, contract, and agreement terms are met; works with Internal Audit to meet audit requirements.
- Evaluates human services programs to develop measurable results and recommends alternative policies or procedures to increase effectiveness.
- Performs contract management activities including negotiation, implementation coordination, monitoring compliance, and technical assistance.
- Develops bid or proposal specifications for service contracts and assists the Purchasing Division with procurement procedures.
- Develops and coordinates recommendations to the Board of County Commissioners for future funding based on the Children’s Services Advisory Board.
- Conducts administrative and programmatic reviews of grant programs to ensure compliance with Federal, State, and County regulations.
- Reviews budget requests and application funding assessments, including financial and technical qualifications and negotiation terms.
- Interprets regulations and guidelines for grant program applicants and recipients.
- Monitors legislation to determine impacts on county funding and programs; prepares explanatory materials for public education and workshops.
- Regularly presents to advisory boards to explain projects, share results, and request funding approval; may serve as liaison.
- Creates scheduled and ad‑hoc reports for management.
- Trains and assists less experienced staff; may supervise daily operations in the manager’s absence.
- Maintains knowledge of best practices, trends, laws, and issues affecting the area of expertise; attends educational events as approved.
- Performs other related work (including weather or extreme emergency duties) as required.
- Bachelor’s Degree in social or behavioral sciences, planning, human services, public administration, or related field.
- Four or more years of progressively responsible experience in public program funding, grant contract development, or public policy.
- Valid Florida driver license required within 30 days of hire.
- Comparable combination of education, training, and work experience may substitute for minimum qualifications.
- Prioritizes tasks, handles competing priorities, meets deadlines, is accurate and organized, and resolves complex problems.
- Advanced knowledge of Human Services program planning, grants administration, and contract management.
- Basic knowledge of meeting procedures and Robert’s Rules of Order.
- Advanced knowledge of regulatory compliance for job duties.
- Advanced knowledge of computer applications and software required for the role.
- Excellent written and verbal communication skills, public presentation skills, and interpersonal skills; can influence others regarding policies.
- Works independently with limited supervision.
