PURPOSE OF CLASSIFICATION

The purpose of this classification is to direct all functions of the Planning & Zoning Division within the Planning & Development Department, including division administration; application and development review; comprehensive planning; redevelopment planning; policy analysis, review, and maintenance of land development regulations; and strategic planning.

ESSENTIAL FUNCTIONS

The following duties and functions are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific duties does not exclude them if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Participates in the recruitment and recommendation of new staff and contract personnel.
  • Supervises, directs, and evaluates assigned staff; addresses employee concerns and problems; directs work, provides counseling, and manages employee performance.
  • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors the status of work in progress and inspects completed work; consults with assigned staff and assists with complex/problem situations; provides technical expertise.
  • Consults with the department director, City officials, and other agencies to review division operations and activities, resolve problems, receive direction, and provide recommendations. Coordinates City planning and development activities with local, county, regional, and state agencies.
  • Serves as liaison or designated representative to assigned advisory boards, including the Historic Resources Preservation Board and the Art Advisory Board.
  • Ensures division compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures. Ensures adherence to department calendars, task deadlines, and meeting schedules. Takes action as necessary to correct deviations or violations.
  • Performs administrative functions; develops, implements, and administers the division’s operating budget; develops annual work plans; applies for funding options; and recommends capital improvement items.
  • Oversees accurate documentation, recording, reporting, and maintenance of data processed within the division.
  • Directs planning staff in the development, implementation, review, and revision of the City’s planning initiatives, Comprehensive Plan, grant programs, and other special projects. Provides direction and technical assistance to staff in preparing staff reports, maps, ordinances, planning strategies, and related tasks.
  • Oversees and participates in the review of elements of the City’s Comprehensive Plan and prepares proposed amendments to the Plan and Land Development Regulations.
  • Reviews and analyzes all agenda items, including site plan applications, rezonings, variances, plan amendments, code amendments, use approvals, environmental reviews, master plans, abandonments, and annexations.
  • Provides oral presentations in public and official forums concerning planning projects; prepares and presents agendas and plans to advisory boards and the City Commission.
  • Prepares and completes various documents including forms, reports, correspondence, staff reports, project charts, and performance appraisals.
  • Reviews various documentation such as staff reports, special reports, charts, maps, graphics, statutes, codes, regulations, manuals, and reference materials.
  • Communicates with directors, employees, other departments, board members, City officials, consultants, developers, government agencies, customers, the public, media, and others to coordinate work activities, review status, exchange information, resolve problems, and provide/receive direction.
  • Maintains comprehensive knowledge of applicable laws, codes, and regulations; stays informed of new trends and developments in the field; reads professional literature; maintains affiliations; and attends workshops and training.
MINIMUM QUALIFICATIONS
  • Bachelor’s degree in Urban Planning, Architecture, Landscape Architecture, Urban Design, or a closely related field; and
