Summary:

** Under limited supervision, the Substitute Construction Inspector performs inspections for projects within the scope of the International Building Codes related to the construction, alteration, and/or repair of buildings and other structures. This position ensures compliance with adopted construction codes and ordinances, zoning regulations, and project specifications, and performs related duties as needed. The Substitute Construction Inspector is responsible for inspecting building systems at various stages of construction, alteration, and repair to ensure compliance with applicable state and local codes and conformance with project conditions established by the City of Boulder.

The Substitute Construction Inspector serves as a technical expert and provides support to Building Inspectors when other inspectors are absent or during periods of increased workload

**** ESSENTIAL DUTIES AND RESPONSIBILITIES
*** Conducts inspections of all aspects and phases of building construction, including structural, mechanical, electrical, energy, and plumbing systems, to ensure compliance with applicable codes and ordinances, approved construction documents, and site plans.
* Reviews submitted permit applications and construction documents within the individual’s area of expertise for conformity with City-adopted construction codes.
* Informs permit applicants, contractors, and homeowners of code and ordinance violations related to plan review and construction activities and re-inspects construction work to verify that violations have been corrected.
* Recommends approved methods, materials, and actions necessary to bring plans and/or construction into compliance with City-adopted codes and ordinances.
* Maintains effective and professional working relationships with property owners, contractors, team members, and designers; provide information and responds to questions and complaints as necessary.
* Maintains accurate records of inspections performed.
* Responds to requests and inquiries from the public as directed by management.
* Complies with all City and departmental policies and procedures.
* Participates in professional training and development as requested or approved by management.
* Performs related duties as required by management to meet the needs of the city.
** MINIMUM QUALIFICATIONS
*** Ability to adapt to changing technologies and learn the functionality of evolving equipment and systems.
* Ability to demonstrate effective verbal and written communication skills.
* Ability to independently perform building inspection duties.
* Ability to operate office equipment, including computers and Microsoft Office software and database applications, that includes permit tracking software.
* Ability to organize a daily work schedule and prioritize inspections.
* Ability to read and interpret complex plans and specifications.
* Ability to take proper safety precautions to prevent accidents and ensure safety of self, the public, materials, and equipment. Use all required safety equipment and comply with all safety regulations and procedures. Report all accidents and damage to City property.
* Ability to use tact and discretion when interacting with the public, including in difficult situations.
* Knowledge of currently adopted building codes.
* Valid Driver’s License and ability to maintain an acceptable motor vehicle record.
* Have and maintain acceptable background information, including criminal conviction history.
