Program OverviewRIVA Solutions supports the National Oceanic and Atmospheric Administration (NOAA) under the NOAA Enterprise IT Services (NEITS) contract, delivering mission-critical enterprise IT, telecommunications, and network services that enable NOAA’s operational and scientific mission nationwide.
The NEITS program supports enterprise infrastructure operations, telecommunications systems, and secure network services connecting research facilities, mission centers, and data environments across the country. Successful execution of this program requires disciplined contract administration, financial oversight, and governance to ensure compliance, cost control, and operational continuity within a complex federal IT environment.
Position OverviewRIVA Solutions is seeking a Program Control Analyst to provide contract administration, financial analysis, and performance oversight support under the NOAA NEITS program.
This role is focused on contract constructs, financial controls, and program governance—not hands-on engineering. The selected candidate will work closely with program leadership to manage CLIN structures, funding allocations, contract types (FFP, T&M, hybrid), and overall contract performance alignment.
The ideal candidate brings strong experience supporting federal IT or infrastructure programs and understands how to translate contract requirements into financial tracking, forecasting, and operational execution oversight.
Core Responsibilities- Administer and track contract line-item numbers (CLINs), funding allocations, ceilings, and modifications.
- Monitor burn rates, funding balances, and financial performance across task areas.
- Analyze contract types including Firm‑Fixed‑Price (FFP), Time‑and‑Materials (T&M), and hybrid structures.
- Support contract modification documentation and funding realignment activities.
- Assist in development and tracking of program budgets, forecasts, and financial projections.
- Prepare financial reports, variance analysis, and performance dashboards for program leadership.
- Support acquisition lifecycle activities including SOW inputs, IGCE development, and requirements documentation.
- Ensure alignment between labor execution, contractual scope, and funding availability.
- Track deliverables, milestones, and compliance requirements across the program lifecycle.
- Identify financial and contractual risks and support mitigation planning.
- Coordinate across technical, finance, and program management teams to ensure operational transparency.
- Utilize Smartsheet, Excel, and reporting tools to manage workflows and financial tracking artifacts.
- U.S. Citizenship with the ability to obtain and maintain a Public Trust clearance.
- Bachelor’s degree in Business, Finance, Accounting, Public Administration, Information Systems, or related field.
- Minimum 5+ years of experience supporting federal programs in program control, contract administration, or financial analysis roles.
- Demonstrated experience working with federal contract constructs including CLIN structures, FFP, and T&M contracts.
- Experience performing financial tracking, burn rate analysis, and forecasting within federal programs.
- Understanding of federal acquisition lifecycle processes.
- Strong analytical and organizational skills.
- Proficiency in Microsoft Excel and financial reporting tools.
- Strong written and verbal communication skills, including experience briefing program leadership.
- Experience supporting NOAA, NEITS, or federal IT infrastructure programs.
