Position Summary
We are seeking an experienced Construction Management Representative (CMR) to support Government-led construction projects. The CMR will provide on-site oversight, quality assurance, contract compliance monitoring, and coordination with Architect-Engineer (AE) firms and Government Contracting Officer's Representatives (COR). This role requires strong technical knowledge, safety compliance, and the ability to manage complex construction activities in challenging environments.

Essential Duties and Responsibilities
Construction Observation
- Monitor on-site construction activities to ensure compliance with contract plans and specifications.
- Coordinate with multiple construction crews and provide timely reporting to off-site AE firms and Government CORs.
- Observe, document, and confirm conformance of work performed.
- Conduct and facilitate weekly progress meetings and prepare detailed meeting minutes.
- Prepare daily field observation reports and maintain thorough project documentation.
- Process and review change orders, submittals, and Requests for Information (RFIs).
- Review and evaluate payment applications to verify percentages, dollars, and completed activities eligible for Government payment.
- Review certified payrolls and conduct labor interviews in accordance with contract requirements.
- Analyze contractor proposals for technical scope, cost breakdowns, labor, equipment, materials, overhead, and profit.
- Support negotiations by documenting technical scope requirements and cost elements between the Contracting Officer (CO) and Construction Contractor.
- Define and document scope changes resulting from CO direction or differing site conditions.
- Develop and/or review construction cost estimates.
- Review and interpret construction schedules to evaluate progress and document performance.
- Evaluate and document schedule impacts related to scope changes or field conditions.
Required Education, Experience, and Technical Skills
- Associate's degree in construction management, civil engineering, architecture, or a related field from an accredited institution.
- Minimum five (5) years of construction management experience.
- OSHA 30-hour Construction Safety certification required or ability to obtain within 30 days of Task Order award.
- Demonstrated experience with in-water construction and related activities including boat launch ramps, lake level considerations, precast concrete panels, excavation, stabilization, commissioning, permitting, and construction in Nevada or similar environments.
- Strong ability to read, interpret, and apply construction contract plans and specifications.
- Proficiency in construction management software and scheduling/cost estimating tools.
- Must have or be able to obtain and maintain a Real Passport in order to undergo commercial airfare travel
- Must have or be able to obtain and maintain a valid driver's license
- Prior experience working on Government construction projects.
- Familiarity with in-water construction and environmentally sensitive project sites.
- Experience working in Nevada or similar environmental conditions.
This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.
This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites.
