Departmental Mission Statement: The Executive Office of the Trial Court is led by the Chief Justice of the Trial Court and the Court Administrator and oversees judicial and court operations, including the Office of Court Management. The Executive Office works collaboratively with the Trial Court’s seven Departments and Commissioners of Probation and Jury to develop and implement policies and initiatives that promote an environment of continuous improvement and ensure the most effective use of resources to support and enhance the delivery of justice in the Trial Court.
The Executive Office also oversees the development and implementation of strategic planning for the Trial Court.
Position Summary: Manages the Judicial Response System (JRS) to provide prompt response to urgent legal situations when judicial action is required outside of normal court hours (to include weekends and holidays). Supervises the assignment of on-call judges within the system, coordinates with internal and external stakeholders, and serves on relevant committees as assigned. The JRS Manager works closely with the Trial Court Judicial Response Steering Committee, the Trial Court Domestic and Sexual Violence Coordinator, judges, local and State police, hospitals, and members of the public in addressing sensitive and confidential court-related matters.
Performs special projects as required. Travels to courts throughout the judicial system if needed.
Supervision Received: Receives general direction from the Director of Legal Policy and is evaluated for professional soundness in performing duties in accordance with policy and established guidelines of the Judicial Response System.
Essential Functions and Responsibilities- Manages the Judicial Response System (JRS). Coordinates and troubleshoots the operations of a state-wide, emergency judicial response system to ensure access to justice in emergency legal situations when the courts are closed.
- Supervises the work of assigned support personnel to the Judicial Response Service, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
- Collects and analyzes statistical data on the operation of the Judicial Response System (JRS). Creates and maintains detailed reports of all JRS emergency calls received by the Trial Court judges.
- Analyzes, maintains, and reports weekly, monthly, and yearly statistics. Reviews data to ensure efficiency of judges, police departments, and hospital counsel.
- Manages the Judicial Response System (JRS) schedule. Provides necessary equipment (devices), information, and resources to Trial Court judges in connection with their service on JRS. Maintains strict deadlines.
- Monitors the use of the Judicial Response System (JRS) by judges, law enforcement participants, and other users. Identifies and resolves operational issues or procedural changes.
- Develops, recommends, and implements Judicial Response System (JRS) policies and procedures. Reviews and updates the JRS Handbook.
- Provides JRS training for Trial Court judges in connection with their service on JRS.
- Prepares Judicial Response System requests for proposal, reviews bids, and negotiates with vendors. Monitors vendors to ensure that services and contractual obligations are met. Reviews invoices for accuracy and processes for payment.
- Performs other duties as required.
