Pre-Construction Manager, NA Design and Construction, Ops Construction

As the Global Engineering Services (GESS) Preconstruction Manager, you are responsible for project managing building industrial development including new builds, retrofits, expansion, and program initiatives from site selection through contract execution. You will partner with internal and external stakeholders to ensure scope, budget, and schedule definition are established including timely receipt of building and site permits. You are responsible as the project manager to lead planning, design and pre‑construction projects, including new built‑to‑suit industrial buildings, tenant improvements, extensions of existing facilities and renovation projects.

Key competencies of this position include ensuring contracted resources deliver work product in support of project durations, permitting, KPIs, quality documentation, managing project teams (developers, design engineers, professional consultants), influencing internal teams (Design Engineering, Amazon Robotics), contract governance, estimating and budget oversight and overseeing multiple large industrial projects simultaneously. Translating technical documents into an end‑to‑end story providing a detailed risk analysis for leaders and customers is essential.

The opportunity combines construction engineering, planning, project management, real estate development, design validation, site visits, local building and fire code issues, utilities, sustainability, multi‑disciplinary design management, and contract management. The preconstruction manager plans and designs scope, budget, schedule before handing off to the construction manager, taking ownership to resolve upstream issues and supporting the construction team throughout the process.

Key Job Responsibilities
  • Independently manage complex, cross‑functional industrial builds from site selection through design completion, permitting, and contract execution, working independently in your regional area and interacting with leadership and stakeholders.
  • Work with internal/external teams (real estate, design engineering, entitlements, construction, finance, launch/startup, architects, engineers, permitting agencies, developers, landlords) to secure resources, define scope, set priorities, milestones, and drive delivery to meet deadlines.
  • Drive results through communication, risk weighing, decision‑making, leadership, and influencing, representing project and technical information to diverse audiences.
  • Manage vendor procurement and oversee professional services, ensuring their expertise meets entitling property and project needs; perform pricing reviews and negotiate costs with developers, general contractors, and design consultants.
  • Perform cost estimating, schedule tracking, forecasting, and solve factors that may impede successful permitted project hand‑over.
  • Implement and manage Amazon’s safety programs and standards during project planning phases.
  • Focus on site selection, scope development, coordinate with design teams for site plans, composite floor plans compliant with standards, and operational requirements.
  • Develop and manage schedules, including design and permitting; select vendors; partner with Transaction team and Developers to optimise schedule and strategy for entitlements and long lead‑procurement.
  • Prepare and present project status/risk reports with concise summaries for leadership and management teams.
  • Operate independently in the assigned region, interacting with leadership to resolve issues.
  • Maintain comprehensive budget and schedule tracking, forecasting, and solve factors impeding successful project hand‑over.
  • Coordinate with authorities having jurisdiction (AHJ) to ensure regulatory compliance.
  • Adapt to constant change, think big, and find innovative solutions for evolving business challenges.
  • Understand design and construction contracts, provide detailed analysis and approvals of technical matters, site‑specific deal structures and terms; review noise/traffic and environmental studies.
