This is a grant‑funded position through June 2027.
Position OverviewThe Senior Policy Officer, Health Workforce (“Senior Policy Officer”), drives Partners In Health’s (PIH) work to influence U.S. policymakers to improve funding to develop the health workforce for underserved populations in the U.S. and globally. The Senior Policy Officer – with a high level of technical, specialized expertise – advises and guides the strategic, multidisciplinary work of staff across the Advocacy team, including the PIH Engage grassroots staff, and the PIH Health Workforce Policy unit.
The Senior Policy Officer is responsible for policy research, position formulation, and advocacy strategy across teams. The work closely with multiple PIH teams to expand and disseminate the work of the Advocacy team, provide expert funding proposals, and present PIH’s policy and advocacy work to funders. They lead legislative analysis, campaign development, and coalition‑building across domestic and global realms of federal health policy to advance equitable workforce initiatives;
in addition, they advance other organizational advocacy priorities, including increasing global health financing for maternal and child health. These initiatives include multiple PIH programs in health workforce development across sites. The Senior Policy Officer liaises internally with colleagues across PIH departments and externally with colleagues across the Global Health Delivery Partnership (GHDP), including Brigham and Women’s Hospital and Harvard Medical School, and more broadly with the ecosystem of U.S. academic medical centers and professional medical associations.
This position represents PIH in presenting health workforce policy changes to a broad audience of federal and state legislators.
- Conduct a detailed assessment of the policy environment in U.S. Congress, including legislative history in human resources for health (HRH) domestically and internationally, identify Congressional champions and develop a multi‑year advocacy campaign strategy for advancing the policy goals of the project (25%)
- Lead the research, writing, editing, and publishing of policy papers, policy briefs, advocacy materials, reports and articles, and internal messaging through collaboration across the GHDP (25%)
- Support and advise staff and project development across advocacy team priorities, including PIH Engage, global health financing and programming, and the PIH Health Workforce Policy strategic objectives (10%)
- Represent PIH in meetings with policymakers in Congress, the White House, federal agencies, and state and local governments (10%)
- Organize and chair a broad‑based coalition of organizations for addressing health workforce shortages globally (10%)
- Implement advocacy campaign strategy for HRH funding and programming and support drafting Congressional legislation as well as rules, regulations, and guidance for its implementation (10%)
- Advise and provide guidance on policy and advocacy strategy and priorities for the PIH Engage grassroots network (5%)
- Prepare PIH senior leaders for, and accompany them to, meetings with policymakers in Congress, the White House, and federal agencies; and handle correspondence and relationship management with these policymakers (5%)
- At least 5 years of policy advocacy experience in public health or specialized training;
- Master’s degree in public health, political science or a related field preferred;
- Track record of providing advice to and influencing senior policy makers;
- Experience with or strong understanding of the role of official development assistance and the donors in global health, and their inherent power dynamics;
