The Health Connector operates on a hybrid work arrangement. Our employees, interns, and fellows are only expected to work in our downtown Boston office two days a week and three days

The Massachusetts Health Connector is seeking a Chief Financial Officer to join our Finance and Accounting Department. The Chief Financial Officer will serve as a key member of the Executive Steering Committee and a strategic partner to the Executive Director and Board of Directors. The Chief Financial Officer will provide financial vision, operational leadership, and infrastructure modernization expertise to support the long-term sustainability and growth of the Health Connector.

The Chief Financial Officer will report to our Deputy Executive Director/Chief Operating Officer.

Key Responsibilities
  • Ensure long-term financial sustainability of state-funded health coverage programs and initiatives, including attention to structure, financing, and oversight.
  • Lead the organization through financial system modernization, proactively review and enhance fiscal controls, ensure compliance with federal and state regulations, and drive strategic financial planning aligned with organizational goals.
  • Develop and execute long-term financial strategies aligned with the Health Connector’s strategic plan.
  • Serve as trusted advisor on financial sustainability, financing of state-funded health coverage programs, risk management, and capital planning.
  • Provide executive leadership to the Finance Department, including budgeting, accounting, financial reporting, procurements, grants management, actuarial services and revenue operations.
  • In partnership with the Health Connector’s Policy Department, co-lead design and oversight of state-funded health coverage programs including state premium subsidy programs, cost-sharing reduction initiatives, and affordability or coverage expansion initiatives.
  • Develop financial models to evaluate state subsidy program viability, enrollment impact, and sustainability, and identify and advocate for funding mechanisms.
  • Lead multi-year financial modeling to support Health Connector organizational infrastructure transformation and operational growth.
  • Oversee modernization of financial systems, reporting tools, and internal controls.
  • Lead capital planning and financial oversight for large-scale IT and infrastructure investments.
  • Ensure integration between finance, technology, and operational systems.
  • Establish scalable financial processes to support growth and changing regulatory requirements.
  • Direct annual budgeting processes and long-range financial forecasting.
  • Implement data-driven performance metrics and financial dashboards.
  • Monitor cash flow, reserves, and financial risk exposure.
  • Ensure compliance with finance-related state and federal laws and regulations.
  • Oversee financial audits (internal and external) and implement audit recommendations.
  • Maintain strong internal controls and risk mitigation frameworks.
  • Ensure transparency and accountability in financial reporting.
  • Develop sustainable funding models to reduce long-term financial risk.
  • Manage relationships with regulators, state agencies, and federal partners.
  • Provide executive oversight of the annual budgeting process, ensuring alignment with strategic priorities.
  • Guide long-range financial planning and scenario analysis to support strategic decision-making and organizational sustainability.
  • Review financial performance against budget, ensuring executive leadership receives clear variance analysis and recommended corrective actions.
  • Strengthen the organization’s financial planning and analysis capabilities (FP&A), advancing the use of modern FP&A tools, automation, and reporting.
  • Establish clear performance expectations, measurable objectives, and accountability standards for Finance Department staff.
  • Develop succession planning strategies and workforce development plans to ensure continuity of financial leadership.
