Charles River Watershed Association (CRWA), an internationally recognized environmental research and advocacy nonprofit based in Boston, MA, is currently seeking a Stormwater Program Manager to join our interdisciplinary and innovative team. The successful candidate will lead CRWA’s work to reduce stormwater pollution across the watershed by effectively advocating for better stormwater management, working with environmental regulators and local officials, implementing on-the-ground green infrastructure projects, and interacting with CRWA’s members and the public.

Candidates must be organized, self-motivated, and demonstrate an ability to work well with others as well as on their own with minimal supervision. Candidates must also have experience managing staff and projects. Knowledge of Massachusetts stormwater permits and regulations is strongly preferred. This position will report to CRWA’s Director of Climate Resilience.

Job Responsibilities:
  • Overseeing CRWA’s stormwater program, including managing a small team, developing and securing funding for projects, and creating and tracking the program budget
  • Working with CRWA management on budgeting and strategic planning for this program area
  • Ensuring implementation of the various Charles River Total Maximum Daily Load (TMDL) studies through advocacy efforts and on the ground projects
  • Supporting watershed communities in complying with the MS4 stormwater permit
  • Working with municipal and private industry partners to design and implement green stormwater infrastructure
  • Identifying and implementing opportunities to integrate environmental restoration, conservation, and climate resilience in stormwater management across the watershed
  • Working closely with watershed residents and community groups to improve stormwater management practices
  • Advocating for improvements in local, state, and federal stormwater management regulations and policies, including combined sewer overflow planning
  • Providing feedback on stormwater management designs and plans for development projects across the watershed
  • Collaborating with staff across the organization–including program, communications, legal, and advocacy staff–to achieve improvements in stormwater management
  • Supporting CRWA’s climate adaptation and environmental justice work
Qualifications:

  • Degree in one of the following areas: water resources management, hydrology, civil or environmental engineering, or environmental planning
  • Master’s degree is strongly preferred but candidates with commensurate experience will also be considered
  • At least 5 years experience working in stormwater management
  • Knowledge of the regulatory frameworks applicable to stormwater management in Massachusetts
  • Experience with green stormwater infrastructure
  • Experience managing projects, overseeing staff, and coordinating a team
  • Experience working on environmental and climate justice issues
  • Experience writing and managing state and foundation grants
  • Proficient in ArcGIS, as well as Microsoft Office and Google GSuite
  • Effective oral and written communication skills
  • Demonstrated high level of professionalism
  • Able to work occasional evenings and weekends as needed
  • Advocacy or campaign experience is a plus
  • Multilingual is a plus

This is a full-time position based in Boston. Starting salary for this position is $90,000-$100,000 annually.
