About MassDOT Highway Headquarters Bridge Section
The Headquarters Bridge Section is where driven, passionate bridge enthusiastic individuals are responsible for design, and operations and maintenance of bridges, tunnels, and other ancillary structures. The section works to ensure safe bridges for public use in conformance with the state and federal regulations. When you choose to join the team, you will not only be a member of a robust in-house bridge team you will be actively engaged in ensuring federal compliance of the bridges section.
Position Summary
Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

Duties and Responsibilities
Monitors the compliance of the MassDOT Bridge Inspection Program with the National Bridge Inspection Standards (NBIS).
Periodically reviews the performance of the MassDOT Bridge Inspection Program by running the statistics required by the federal 23 Metrics and gauging how close MassDOT is to substantial compliance with each of those metric measures.
Periodically reviews the adherence of MassDOT’s Bridge Inspection staff to the inspection policies and procedures outlined in the MassDOT Bridge Inspection Handbook.
Regularly monitors the progress of the work that MassDOT has committed to as part of the federally mandated Plans of Corrective Action and Improvement Plans and provides the regularly scheduled updates to FHWA and superiors.
Monitors the quality of the Massachusetts Bridge Inventory data by performing quality and logic checks of the data in accordance with the requirements of the SNBI and the oversees the remediation of data errors and inconsistencies.
Assists in developing Plans of Corrective Action and Improvement Plans as required by FHWA as part of their annual MassDOT Bridge Inspection program reviews.
Assists the State Bridge Engineer, State Bridge Inspection Engineer, and State Bridge Ratings and Overloads Engineer in developing internal remedial action plans to address the performance deficiencies these compliance reviews have uncovered.
Directs staff in the preparation and implementation of changes and provides training determined to be required from audits.
Monitor the success of any improvements or process changes and adjust as needed to ensure programmatic success.
Preferred Qualifications
Knowledge of the National Bridge Inspection Standards (NBIS) and the National Bridge Inspection Program Compliance Review Process.
Knowledge of National Bridge Inspection Program Metrics including the MARS report and classification for levels of compliance.
Knowledge of National Bridge Inventory (NBI) coding requirements and the 2015 MassDOT Bridge Inspection Handbook Supplemental Coding.
Knowledge of Specification of National Bridge Inventory (SNBI) coding requirements as defined in Publication No. FHWA-HIF-22-017.
Knowledge of Bridge Inspection and Bridge Load Rating practices including familiarity with the MassDOT Bridge Inspection Handbook and MassDOT Bridge Manual.
This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired rent MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts:
1) $3,000 (less applicable taxes) included in the employee's first paycheck.
2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.
