Position: Bridge Technical Reviewer (Civil Engineer V)

Overview

MassDOT Bridge Technical Review Unit is looking for a Bridge Technical Reviewer. This position will be responsible for the review of all bridge projects in the assigned District. The role will coordinate with the Utility Section, Railroads, Hydraulic Section, Geotechnical Section, Environmental Division, District, Project Management Section, Research & Materials, Construction Contracts Section, Construction Division, FHWA Bridge Division, and the Designer.

The Technical Review Unit reports to the State Bridge Engineer and is involved on every bridge replacement and rehabilitation project. When you choose to join the team, you will be actively working on projects across the Commonwealth.

Position Summary

The Bridge Technical Reviewer will oversee the bridge design process for bridges in the assigned District, meeting the bridge project delivery schedule time frames and ensuring project competition in conformance with the Bridge Manual. Responsibilities include overseeing the process and following the project in design and construction, as well as performing structural reviews of Chapter 85 projects led by other owners.

and Responsibilities
  • Responsible for all bridge projects in the assigned District being processed by the Technical Review Unit.
  • Meet individual project delivery schedule time frames for the bridge component for each project as shown in the project schedule on Project Info.
  • Oversee the review and approval of the bridge design process documents, from the Preliminary Structure Report through the final PS&E (Plans, Specifications and Estimate) documents.
  • Coordinate with the Utility Section, Railroads, Hydraulic Section, Geotechnical Section, Environmental Division, District, Project Manager, Research & Materials, Construction Contracts Section, Construction Division, the FHWA Bridge Division, and consultants to advertise the project and resolve design issues during the construction phase.
  • Process RFIs (Request for Information) during the bidding process and RFIs/RCFs after the project has been advertised.
  • Ensure revisions to contract plans are made according to the Bridge Manual and distributed appropriately.
  • Maintain and update the design status of bridge projects in both Project Info and Bridge Inventory 4D databases for the assigned District.
  • Review and process Consultant's extra work requests as they pertain to a bridge project.
  • Evaluate Consultant performance during the Type Selection process, Sketch Plan preparation, and PS&E phases of a project for submission to the A&E Board.
  • Complete design bridge data sheet in 4D once a project is advertised.
  • Review and process all correspondence relating to bridge projects in the assigned District.
  • Serve as a member on a consultant selection and evaluation committee.
  • Manage the Consultant contract for the structural review of Chapter 85 projects, traffic devices and utility permit installations.
  • Maintain bridge files and plans, including shop drawings electronically, for the assigned District.
  • Request BRIDGE/BIN numbers as required by a project in the assigned District.
Preferred Qualifications
  • Knowledge of bridge analysis, design, and computer modeling techniques.
  • Knowledge of bridge materials and construction specifications.
  • Knowledge of the MassDOT Bridge Manual, Project Development Design Guide, and other MassDOT design standards.
  • Knowledge of AASHTO LRFD Bridge Design Specifications.
  • Understanding of bridge design criteria, including design assumptions, analysis requirements, and acceptable practices related to bridge design and construction.
  • Familiarity with MassDOT procedures and policies.
Signing Bonus

This position is eligible for a five‑thousand dollar ($5,000) signing bonus for newly hired MassDOT employees. The bonus is paid in two parts: $3,000 (after applicable taxes) in the first paycheck, and $2,000 (after applicable taxes) after successful completion of the probationary period.
