Position: Stormwater Program Coordinator (Environmental Analyst IV)

Position Summary

Incumbents of positions in this series prepare and/or review scientific reports, review transportation plans and related documents, studies and analytical data of environmental impacts and environmental processes; perform calculations relating to environmental science problems; determine possible impacts on water, soil, and air; measure levels of pollution; identify sources of pollution; and perform related work as required. The basic purpose of this work is to perform professional environmental analysis and planning duties in such areas as stormwater design, water quality mitigation, and watershed management, all in accordance with applicable laws, rules, regulations, standards in addition to environmental principles and practices.

and Responsibilities
  • Review projects on the Division’s construction advertising program and ensure compliance with MassDOT and regulatory stormwater policies and practices under the NPDES (National Pollutant Discharge Elimination System) MS4 (Municipal Separate Storm Sewer System) permit and other State and Federal stormwater management regulations. This includes review of Stormwater Control Measure (SCM, otherwise known as BMPs or Best Management Practices) designs.
  • Prepare and review technical documentation in order to comply with applicable stormwater rules (e.g., NPDES Annual Reports and permit applications under the State’s Wetlands Protection Act).
  • Coordinate and oversee MassDOT’s program to identify, investigate, and eliminate unauthorized and illicit discharges to MassDOT drainage systems.
  • Update and improve MassDOT’s asset management system which is used for tracking stormwater SCMs and mapping drainage infrastructure.
  • Work with District personnel to support maintenance and environmental staff in achieving compliance with maintenance and construction related Minimum Control Measures (MCMs) of the MS4 Permit.
  • Oversee consultant contracts by negotiating assignments and ensuring clear direction to consultants on MassDOT/Highway Division and regulatory requirements. This includes review and preparation of scopes of work, budgets, and invoices.
  • Assist in the development of guidance and policy documents (e.g., NPDES Stormwater Management Plan) to promote consistency throughout MassDOT’s Stormwater Program.
  • Attend meetings to review project designs; and conduct training and outreach to MassDOT personnel, government regulators, and the general public.
  • Provide guidance and oversight to Stormwater Management Unit staff to ensure timely and thorough review of project designs and permit applications.
  • Support implementation of operational strategies for stormwater management compliance and enforcement.
  • Communicate and coordinate with municipalities on how to best manage interconnected drainage infrastructure.
  • Manage a system to track progress towards Total Maximum Daily Load (TMDL) and impaired waters compliance and advise on prioritization of future investments in stormwater infrastructure in alignment with the NPDES MS4 permit and any associated compliance plans.
  • Supervise and promote development of Stormwater Management Unit staff.
Unit E Sign-On Bonus

This position is eligible for a five-thousand dollar ($5,000
) signing bonus (“Signing Bonus”) if you are newly hired rent MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts:
1) $3,000 (less applicable taxes) included in the employee's first paycheck.
2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.
