You

As a Program Associate – Workforce Utilization & Contracts, you bring a strong commitment to equity and fairness, applying sound judgment, clear communication, and analytical rigor to ensure compliance and uphold inclusive participation across all projects. You excel at building trust with diverse stakeholders, translating complex requirements into practical guidance, and maintaining professionalism and objectivity in sensitive situations. You stay organized, attentive to detail, and adaptable—moving seamlessly between data compilation and document review, stakeholder engagement, and on-site presence to advance transparent, ethical, and accountable program outcomes.

What

You Will Do
  • Administers workforce utilization requirements and ensures contractors understand and follow all applicable compliance rules, regulations, and contract provisions.
  • Monitors compliance through system reviews, audits, documentation checks, and site visits, with escalation of significant issues when appropriate.
  • Coordinates with project teams and contractors to ensure timely, accurate reporting and complete documentation of site visits, certifications, and participation efforts.
  • Analyzes data, prepares performance and compliance reports, supports investigations, and represents the department on committees and in the use of the Compliance Management System.
What You Offer
  • Bachelor’s degree or equivalent experience, with 3–5 years in diversity/compliance, HR, audit, business, procurement, construction project management, or a related field.
  • Strong communication, presentation, administrative, and time‑management skills, with the ability to handle high‑volume work accurately and independently while maintaining confidentiality.
  • Knowledge of contract administration and the interpretation of laws, regulations, and policies, with an understanding of compliance, workforce utilization, and DEI principles, as well as experience working with diverse business enterprises.
  • Proficiency in Microsoft Office and web‑based tools, strong critical‑thinking, and interpersonal abilities.
