About the Role:

The Director of Business Strategies is a senior management position within the Executive Office of Economic Development and is responsible for leading, developing, and implementing key economic development policies, programs, and strategic initiatives that support statewide business growth and competitiveness. Reporting to the Deputy Undersecretary, the Director exercises substantial independent judgment in shaping policy direction, establishing program priorities, and ensuring effective execution across the Business Strategies portfolio.

This position serves as a key decision-maker for initiatives including international business development talent attraction and retention; building strong workforce pathways to support employer needs; and promoting alternative business structures. The role works closely with the Massachusetts Office of Business Development and the Center for Employee Ownership and plays a central role in aligning policy, fiscal resources, and personnel to advance Secretariat goals.

The Director develops and refines policy frameworks, evaluates program effectiveness, and determines when policy or operational changes are necessary to respond to economic conditions, statutory requirements, and executive priorities.

The Director works closely with the Undersecretary, Secretary, EOED agencies, quasi-public partners, and external stakeholders to coordinate cross-Secretariat strategies and implement high-impact economic development initiatives. Through leadership in strategic planning, policy formulation, and program execution, the position directly supports the Commonwealth’s mission to promote sustainable economic growth, workforce development, and business expansion across Massachusetts.

  • Policy Development, Strategic Planning, and Portfolio Leadership: The Director of Business Strategies exercises independent authority to develop, draft, revise, and finalize business development and economic growth policy frameworks within the Business Strategies portfolio.
