We’re looking for a Principal Service Improvement Officer to join us on our journey and play a key role in shaping how the Human Resources service evolves.

In this role you will lead and support a programme of service improvements aligned with the Council’s strategic objectives.

Initially working with the Workforce Audit Team to support a significant piece of work that’s nearing completion, you’ll also be working alongside the Human Resources (HR) Team to support transformation of the service.

This includes understanding demand coming into the service, how this is managed, and identifying improvements, taking a customer‑focused approach.

The HR service will also be managing other significant pieces of work which the transformation of the service will enable, and the postholder will have a key role in supporting this change.

This includes providing effective challenge and insight, analysing data and performance information to identify priorities, and assessing demand, risks, costs and benefits.

You must have experience of presenting clear, evidence‑based options for change, using a variety of continuous improvement and process re‑engineering tools to support transformation, developing high‑quality business cases, reports, presentations and documentation.

The role will also facilitate project groups, workshops and stakeholder sessions to support end‑to‑end service redesign.

About You

You will bring strong improvement expertise, excellent analytical skills, and the confidence to influence others.

Specifically, we’re looking for someone who has significant experience delivering service reviews, process redesign and continuous improvement, with the ability to interpret complex data, undertake research and environmental scanning, and translate insights into practical recommendations.

You will have the ability to communicate confidently and effectively both verbally and in writing, engaging and influencing senior stakeholders, and producing and presenting high‑quality information/reports clearly and persuasively.

You must be able to manage your time effectively and deliver at pace and to tight deadlines.

Experience of leading or contributing to change projects is vital, as is working collaboratively with colleagues and partners.

Candidates should hold a degree in a relevant field or have an equivalent level of professional expertise gained through relevant experience.
