Manager Planning Services and Zoning
The Opportunity
Reporting directly to the Director of Development Planning, this role is responsible for overall management and guidance of all development planning services, including development coordination, planning counter functions, committee of adjustment, zoning, and development outside of the urban area. The Manager will lead a high‑performing team responsible for the development review process, act as a subject‑matter expert for the Town’s planning framework, and ensure seamless coordination and effective workflow within the Planning and Development Department.
Responsibilities- Oversee the daily operations and supervision of development application review processes including Official Plan Amendments, Zoning By‑law Amendments, Site Plan Control, Draft Plans of Subdivision and Condominium, and more.
- Provide expert planning advice, recommendations, and opinions to internal and external stakeholders including Council and senior staff.
- Represent the Planning Department at Committee and Council meetings and at the Ontario Land Tribunal, providing professional planning opinion and testimony.
- Collaborate with internal and external stakeholders to improve planning processes, policies, procedures, and customer experience.
- Lead and support a team of planners, technicians, and coordinators; manage budgets, service coverage, staff performance, and training.
We are seeking a strategic and experienced professional with a post‑secondary degree in Planning or a closely related field. The candidate should have at least 7 years of land‑use planning experience, including 3 years in a supervisory role, and demonstrated knowledge of the Planning Act, Provincial Policy Statement, Provincial Plans, and the local planning policy framework. Superior leadership, communication, project‑management, and analytical skills are required.
Requirements:
- Post‑secondary degree in Planning or related field.
- 7+ years of land‑use planning experience.
- 3+ years in a supervisory role.
- Knowledge of Planning Act, Provincial Policy Statement, Provincial Plans, and local policy framework.
- Strong leadership, communication, project‑management, and analytical skills.
- Flexible schedule, including office, remote, and after‑hours work.
