Overview
The Opportunity:
Reporting directly to the Commissioner, Engineering, Public Works & Transportation, this role leads the Town’s capital planning function for facilities, ensuring investments are value-driven, sustainable and aligned with corporate objectives. You will provide strategic leadership for planning, delivery and oversight of large, complex, multi-year capital programs from concept through construction, commissioning, warranty and post-performance monitoring. You will integrate engineering best practices, financial oversight and sustainability principles to deliver long-term value and measurable return on investment (ROI).
- Lead and oversee the Town’s capital facilities portfolio, including planning, prioritization, execution and post-delivery performance monitoring
- Establish governance frameworks, KPIs and ROI/impact assessment processes for all proposed capital projects
- Provide strategic and technical expertise to ensure projects are optimized for cost, asset integration, sustainability and long-term maintenance
- Lead cross-functional and multi-disciplinary teams, including the corporate Energy & Environment team and Project Managers
- Manage high-value, multi-year capital budgets, approvals, contracts and external funding opportunities while ensuring compliance with legislation, policies and best practices
We are seeking a strategic and collaborative professional with a post-secondary degree in Facility Management, Engineering, Construction Management, Architecture or a closely related field. Our ideal candidate has a minimum of seven (7) years of progressively responsible experience in capital planning, project management or facilities engineering, including a minimum of four (4) years of supervisory experience, preferably within a municipal or public sector environment.
The ideal candidate will have demonstrated experience leading complex, politically sensitive capital projects and portfolios aligned with corporate strategic objectives. We are seeking an individual with superior leadership and stakeholder engagement skills, a demonstrated ability to manage multi-year budgets and alternative delivery models, and excellent communication and interpersonal skills.
The successful candidate for Manager, Capital Planning will be required to work a flexible schedule, including in the office, remotely and after hours (as required).
