Essential Functions

Handles moderately complex issues and problems and refers more complex issues to higher-level staff. Provides team support and training as needed.

Conducts plumbing inspections under the guidance of a senior inspector or supervisor, including inspections of drain, waste and vent systems, sewer and storm drainage, potable water, medical gas systems, and related equipment and fixtures to verify compliance with approved plans, material standards, and applicable codes. Assists with documenting inspection findings and creating maps for non-engineered sites or as-built residential sewer services for inclusion in permanent property records.

Participates as a member of the facilities permitting team and supports project intake and review activities. May assist with limited residential mechanical inspections and erosion and sediment control inspections as assigned.

Assists with the review of plumbing plans and engineering designs for compliance with local, state, and national plumbing codes and applicable regulations, under supervision. Supports coordination of plumbing design requirements with other reviewing agencies, including Public Works, Health Department, Ada County Highway District, and water purveyors.

Prepares draft correction notices and assists with follow-up on identified plumbing deficiencies. Observes inspection areas for work performed without permits, proper occupancy approval, or unsafe conditions and reports findings to senior staff. Assists with inspections of permitted work in progress and projects with minimal documented activity. Supports verification of contractor and journeyman-level worker licensing on job sites and assists with responding to customer complaints related to plumbing code issues.

Works collaboratively with other building division inspectors to support accurate construction site inspection records. Enters inspection results and related information into department databases under established procedures. Assists with coordinating inspection coverage to help ensure plumbing requirements are met prior to issuance of certificates of occupancy, compliance, or other final approvals.

Provides information to design professionals, contractors, homeowners, and the public regarding plumbing code requirements, regulations, and permit processes, referring complex issues to senior staff as appropriate. Participates in on-site pre-construction, final, and problem-resolution meetings as assigned to gain experience and support project completion.

Requirements

Required Knowledge, Experience, And Training

High school diploma or equivalent and four years of experience as a licensed plumbing journeyman or an equivalent combination of education and/or experience.

Knowledge of:

* Local, state and national plumbing codes, standards, rules and ordinances installation practices and system materials

* Legal processes involved in the enforcement of plumbing codes and ordinances

* Current computer software for word processing, spreadsheets, databases, email and internet applications.

Ability to:

* Interpret and apply national, state and local code language to detect physical defects in plumbing mechanical and fuel gas installations, and recommend corrections

* Read and interpret plumbing plans and specifications, and accurately compare to work- in- progress to such plans

* Exercise technical judgment based on trade and technical experience and familiarity with a wide variety of plumbing potable water, waste and vent, sewer, and medical gas design, installation repair or maintenance problems

* Prioritize work and maintain an efficient daily inspection route

* Establish and maintain effective professional working relationships with those contacted in the course of work including citizens, other city employees, contractors and design professionals
