The Public Works Department is seeking a strategic, tech-savvy Analytics Strategy Manager to partner with operational teams to strengthen decision-making, supporting systems and managing data that integrates people and technology to support decision making and increase the department's capacity to meet short- and long-term goals. This position works under general direction.

This role blends strategy and leadership with hands‑on analytical capability. The ideal candidate can both guide a multidisciplinary team and personally step into key data analyst work when needed - translating complex, ambiguous problems into clear analyses, practical insights, and actionable recommendations. The position focuses on technology enablement, data‑driven insight, data visualization, and emerging technologies (including AI), bringing together people, systems, and information to help Public Works operate more efficiently and adaptively.

The role oversees a team responsible for business analysis, data and GIS strategy, systems support, and the broader Public Works technology strategy.

A core expectation is strong decision judgment: the ability to make and communicate trade‑off decisions between durable investments (e.g., improved data modeling, governance, and scalable architecture) and pragmatic “right now” solutions that quickly capture business value or resolve urgent issues. This leader will document and explain the rationale behind those choices, follow up on outcomes, and adjust course as needed to ensure the department continues to deliver measurable results while building a stronger long‑term data foundation.

Required

Knowledge, Experience, And Training
  • Bachelor's degree in business administration, public administration, economics, statistics or a related field
  • 8 years of progressively responsible experience in process improvement, knowledge management, business analysis, project management, data analysis, organizational development, strategic or long‑term planning, supervising staff, or an equivalent combination of education and/or experience.
Licensing And Other Requirements
  • Valid state‑issued driver's license.

Manages the work of professional, technical and/or other staff; balances staffing needs, and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organization goals and objectives.

Develops and maintains the Public Works technology strategy aligned with departmental goals and citywide IT standards. Ensures that key stakeholders are identified and buy‑into the process and outcomes.

Oversees the department’s Geographic Information System (GIS) strategy, programming and staffing. Builds the department’s data analysis program, creating strategies and processes across divisions. Ensures uniform processes, procedures and plans across technical disciplines, including data, GIS, systems support and process mapping. Provides analysis and visualization of data across the department and provides recommendations for additional efficiency and communities of practice. Leads in‑depth analyses of large datasets to uncover insights that improve department decision‑making.

Leads and executes multiple strategic and operational initiatives simultaneously. Facilitates continual improvement of reporting and data‑analysis technologies and supportive processes.
