The Vice President of Federal Advocacy plays a crucial role in shaping and executing strategic federal advocacy initiatives. This position involves collaborating with contracted lobbyists and consultants to promote the Welbe Health PACE mission. You will build and nurture essential relationships with regulators, elected officials, member associations, and other key stakeholders. Your proactive engagement will also help track and influence policy developments that are vital to Welbe Health.

This role is unique because the Vice President of Federal Advocacy at Welbe Health:

Directly influences the future of the PACE model at the federal level, working closely with CMS and policymakers to modify regulations that affect care delivery for vulnerable seniors.

Takes ownership of advocacy strategies, guiding lobbyists, expediting PACE program approvals, and translating policies into tangible outcomes as Welbe Health expands into new areas.

In this role, you will:

Craft and execute a federal engagement strategy that fosters robust relationships with regulators and elected officials.

Lead government affairs initiatives aimed at securing timely PACE application approvals, addressing regulatory challenges, and promoting policy changes favorable to the Welbe Health mission.

Establish a proactive strategy to stay informed on policy issues, identifying potential risks and opportunities for Welbe Health.

Cultivate constructive relationships with external stakeholders including trade associations, other healthcare organizations, PACE groups, advocacy organizations, and relevant consumer factions.

Identify and effectively utilize lobbyists, consultants, and other resources to fulfill Welbe Health's advocacy objectives.

Monitor and share information regarding government policy changes that impact Welbe Health.

Represent Welbe Health in relevant associations, participating in board activities and collaborating with departments such as Growth, Strategy, Business Development, Compliance, Marketing, Community Partnerships, Health Plan Operations, and Program Operations.

Job requirements include:

  • A Master's degree in public policy or a related field; professional experience may substitute for formal education.
  • A minimum of seven (7) years of relevant experience engaging with federal regulators or elected officials.
  • A minimum of seven (7) years of leadership experience in healthcare, eldercare, or human services policy.
  • Direct experience with Centers for Medicare and Medicaid Services (CMS) is required; recent CMS experience is preferred.
  • Preferred residence in Washington, DC, or the ability to travel frequently to Washington, DC as needed.
  • Willingness to travel to Welbe Health markets and other locations as necessary.
  • Strong persuasive and rhetorical skills necessary to influence elected officials and regulators.
  • Exceptional written and oral communication skills, including the ability to present information succinctly and facilitate discussions effectively.
