Reviews analytical data and sample QA/QC results for anomalous values, significant figures, adherence to holding times and historical consistency. Adds sample and analytical comments to enhance documentation. Examines bench sheets, workbooks and computerized data for completeness, precision and accuracy, as well as compliance with laboratory standard operating procedures (SOPs) and trends. Evaluates data relevance for data quality objectives, permit limits and regulatory requirements.
Compares analytical results against limits and alerts staff of exceptions, anomalies and/or inconsistencies.
Oversees the quality assurance program. Addresses analytical problems and directs troubleshooting of procedures and equipment as problems arise. Ensures legally defensible data is generated by using the appropriate quality control measures and by utilizing the appropriate regulatory‑approved methods for wastewater and storm water National Pollutant Discharge and Elimination System (NPDES) permits and 40 CFR Part 503 biosolids regulations. Interprets federal/state NPDES permits and identifies sampling frequencies and data quality objectives for permit compliance.
Establishes ‘Good Lab Practices’ (GLP) protocols in the laboratory and mandates rigid adherence to internally developed SOPs to provide method consistency, reproducibility and to minimize random error. Advises other city staff on technical and analytical issues. Responds to client questions regarding laboratory data. Works with analysts and technicians to develop new procedures or update current procedures, to stay within EPA guidelines and good laboratory practices.
Designs and implements numerous experiments to support engineering projects. Calculates and maintains current Method Detection Limits (MDLs) and QC charts and limits. Approves final SOPs, bench sheets and calculation sheets and saves them in the official lab computer folder.
Works with wastewater operations staff, engineers and consultants to provide data, technical and analytical assistance to optimize treatment and ensure compliance with NPDES permits. Works with environmental and engineering division staff and outside agencies and clients to identify, plan and execute special studies. Reviews project scope documents and provides information in terms of analytical detail. Identifies needed supplies. Prioritizes daily work load and shifts focus to meet changing client demands and changes in work load.
Manages analytical projects. Coordinates sampling schedules for treatment facilities, biosolids application sites, co‑permitees, sewer districts, industries, engineering studies, pretreatment projects, outside clients and oversees the population of the LIMS process scheduler. Evaluates LIMS updates, addresses database problems and creates methods, location codes and analysis codes. Works to increase functionality of LIMS to better meet laboratory needs.
Compiles, reviews and reports lab analytical data. Calculates industry- and district‑specific loading data based on flows and laboratory analytical results. Meets deadlines from the administrative division for data to support revenue recovery.
