PURCHASING (UA-PUR-IUBLA)
Department‑Specific Responsibilities
- Serves as the primary application administrator of the university's Procure-to-Pay system, BUY.IU.
- Provides strategic leadership, operational oversight, and system governance for the cloud‑based application to ensure reliability, compliance, and continuous improvement in support and operations.
- Supports all Jaggaer modules – Shopping, Contracts, Accounts Payable (AP) with Digital Mail Room (DMR);
Receiving;
Sourcing, Supplier, Business Analytics and Reporting. - Leads a team of 2 Business Analysts who support day‑to‑day operations of the system and reporting (recurring/audit/ad‑hoc).
- Performs System Configuration, testing, and troubleshooting:
- Documents configuration, custom fields, workflow, dashboards, and more.
- Testing: quarterly releases, new features and functionality, system defects.
- Creates and manages a library of test cases.
- Manages Quarterly Releases throughout the lifecycle.
- Coordinates with others to develop rollout of new features and functionality.
- Facilitates and leads focus groups to determine business needs and define system requirements.
- Assesses risk of defects; reports and tracks defects throughout the lifecycle.
- Collaborates with Purchasing AVP, Leadership, and staff daily; with Jaggaer (JGR), University Information Technology Services (UITS), University Controller's Office (UCO) and other groups as needed.
- Creates monthly operational reports.
- Creates/maintains team procedural documents (System Application Procedural documents).
- Maintains and audits Roles/Permissions and onboard/offboard administrative staff.
General Responsibilities
- Establishes operational plans for procurement area and manages day‑to‑day procurement matters.
- Sets goals and objectives for procurement teams and provides guidance on highly complex issues, including vendors, accounts, negotiations, and contracts.
- Develops and implements new processes, standards, and policies that impact procurement operations and strategy in the short‑to‑medium term.
- Performs cost analysis and measures effectiveness of price negotiations.
- Evaluates the university's vendor portfolio to assure robust product and service offerings.
- Takes on the most complex issues that require extensive analysis and problem‑solving.
- Provides input to higher‑level Procurement Leaders regarding procurement strategy.
- Bachelor's degree
- 4 years in a relevant field
- Certification in relevant field (Required)
- Jaggaer Site Administration Certificate (Preferred)

This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. This position is eligible to work a hybrid schedule (mix between remote and in‑person work), subject to change based on university policy and departmental business needs.
$110,000 - $116,280 annually, depending upon qualifications
