GIS Specialist – City of Bloomington, IN
Assist the GIS Manager in the operation and maintenance of a Geographic Information System (GIS) for the City of Bloomington Information and Technology Services Department. The position is responsible for GIS data management, quality control, maintaining and developing web applications and interfaces, and managing GIS datasets, services, and linkages to various enterprise‑level applications.
Responsibilities- Creates and maintains spatial data and attributes, performing quality control/assurance.
- Performs queries and analysis of geographic data.
- Serves as the point of contact for map creation, data requests, and reports for City Departments, Boards, Commissions, City staff, and the public.
- Provides training and support for GIS‑related software, web applications, GPS receivers, UAVs, plotters, and related devices.
- Documents GIS data and procedures following group standards.
- Assists with assessment of user needs and collaborates with others on enterprise data sets.
- Develops and maintains GIS web applications, maps, dashboards, and services.
- Authors and maintains scripts and models for automating geospatial workflows and relational database queries.
- Independently collects data and/or operates UAVs in the field for creating or validating GIS data.
- Maintains a safe work environment.
- Performs related duties as assigned.
- Assists with operation and maintenance of ITS UAVs; trains City staff; maintains documentation and records; pilot must have FAA Part 107 license or obtain it.
- Bachelor’s degree in GIS or related field; or associate degree with GIS certificate; or equivalent experience.
- One year of demonstrable experience with ESRI ArcGIS products (Enterprise, Online, ArcGIS Pro, Experience Builder) and associated web applications.
- Two years of GIS work experience or equivalent education and work experience.
- Knowledge of GIS, relational database management, scripting with Python and/or Arcade.
- Ability to enter and manipulate geospatial information from various sources.
- Experience with other commercial and open‑source GIS software preferred.
- Experience with computer graphics, CAD, or relational database systems preferred.
- Legally able to operate a motor vehicle.
Difficulty of Work – Broad range of duties requiring understanding of many interconnected systems; works on multiple projects with deadlines. Modern office environment; requires regular travel.
Personal Work Relationships – May have contact with public, department superiors and other project team members including consultants, vendors, other governmental agencies.
