AECOM is seeking a Quality Control Specialist (Inspector / Quality Assurance Manager) based in Blaine, WA
.

Position Summary

Quality Control Specialist IV:
Direct report to the AECOM Sr. Project Manager, supporting the General Services Administration (GSA) “Owner” and US Customs and Border Protection (CBP) “Tenant” in the role of Lead Inspector and Quality Assurance Manager. Duties involve managing the Owner’s interests on a singular high profile complex multi-year construction project as the Field Owner’s Representative, in an embedded full-time position at the project site to achieve specified objectives.

This includes daily observation, assessment, and reporting of site activity, implementing a robust Quality Assurance plan for monitoring and assessing the Design Build Contractor’s Quality Control Plan, work planning, staff management, execution of work, reviewing and validating contractor’s inspections and providing certification of work in place, and confirming compliance with the DB Team’s Contract including SOW, applicable codes and agency guidelines.

Supplemental inspection duties include coordinating and overseeing Owner ordered third party testing, and monitoring and reporting quality and progress to the AECOM Project Manager and GSA Project Team to support a functionally and financially viable project completed on time within authorized cost and to required quality.

  • Reports directly to the AECOM Sr. Project Manager and is managed by the Pacific Northwest Market Sector Leader and West Region GSA Business Development Leader.

  • Perform on-site observation and inspection services for field construction activities. Assist in the management of scope, schedule, budget, quality, safety, and change.

  • Serve as primary point of contact in the field – collaborate with the Owner’s project team and interface with project design and construction teams; provide proactive project assessment, monitor team engagement, and client satisfaction.

  • Assist the AECOM Project Team with constructability reviews, submittal processing, leading quality assurance and tracking project status and quality compliance, provide ongoing observations, and assist with certification of work in place as part of processing invoices; review site progress and protect onsite stored materials.

  • Support commissioning activities, coordination with Commissioning Authority, Estimators, Schedulers, Engineers, and Consultants through all construction stages with daily reporting and timely feedback to the AECOM Project Manager.

  • Serve as Owner’s Representative during construction and closeout activities.

  • Provide feedback on all on-site activities and escalate issues to the AECOM Project Manager and GSA Contract Officer, Project Manager/COR, and other authorized stakeholders.

  • Provide feedback on issues related to Quality Assurance and Control measures, certification of work in place, and overall utilization and impacts.

  • Oversee site infrastructure/utilities, horizontal site work including grading and concrete roadways, and vertical construction including small building projects, verifying conformance to SOW, Contract, approved Design Documents, Codes, Standards, GSA P-100 and CBP Design Guidelines, and overlay requirements by the GSA AHJ and SME and tenant agencies.

  • Technically oversee quality projects or major phases, coordinating technical support staff; this position provides Owner’s Representation and is independent of the Design Build Constructor Team or their Subcontractors/Trade Partners.

  • Possess and apply comprehensive knowledge to the completion of significant quality assignments.

  • Provide leadership for quality assurance and quality control to ensure the project is designed, procured and installed per customer and company quality requirements.

  • Analyze, evaluate, and plan methods of approach to proactively achieve solutions for complex technical problems.

  • Review project processes and evaluate results.

  • Evaluate contractor capabilities to provide required quality and maintain schedule.

  • Make frequent decisions using professional independent judgment.
