Summary of Work
- Conduct risk-focused financial and operational examinations of North Dakota domestic insurance companies.
- Evaluate insurance companies' corporate governance, risk management, and audit functions and offer recommendations for improvement based on industry best practices.
- Collaborate with the Department's financial analysts in ongoing solvency monitoring of insurers.
- Review and apply North Dakota insurance laws and rules; identify areas of insurer noncompliance with statutory requirements.
- Participate in special investigations of troubled insurance companies; recommend enforcement actions to the Chief Examiner or Commissioner.
- Limited in-state and out-of-state travel may be required.
- Other miscellaneous duties as assigned.
Foundational accounting knowledge is required. Candidates must demonstrate understanding of basic accounting principles, including debits and credits, financial statement components, and general ledger concepts. This may be evidenced through education, professional experience, or relevant certifications.
Minimum QualificationsRequires a bachelor's degree (or higher degree) with a major in accounting, economics, finance, insurance, risk management, business administration, or other related areas.
- Professional work experience in auditing (financial, operational, IT, or compliance auditing)
- Completion of college-level auditing coursework (e.g., Auditing I, Accounting Principles II, or equivalent)
- Internal audit, compliance, or quality assurance experience
- Active CPA license or completion of CPA exam requirements
- Other demonstrable experience that shows the ability to quantify and qualify risk, verify information, test controls, and professionally question assertions.
- Understanding of risk-based decision making and a background in accounting, insurance, financial analysis, financial examination, information technology, and/or actuarial science.
- Professional certifications such as AFE, CFE, CPA, CISA, CIA, CIE, CPCU, or other similar credentials.
- Experience with statutory accounting principles (SAP) or insurance financial reporting.
- Prior experience with a state insurance department, bank regulatory agency, or public accounting firm.
- Accounting Fundamentals (6 semester hours)
- Finance or Economics (3 semester hours)
- Business Law (3 semester hours)
