We are seeking an experienced Programme Manager to lead the planning, coordination and delivery of Billable Works across a complex defence estate. This role is responsible for ensuring projects are delivered safely, efficiently and within agreed budgets and timescales while meeting the evolving operational needs of the Ministry of Defence.
As Programme Manager, you will oversee a portfolio of works, coordinating activity across multiple stakeholders to ensure projects progress in line with agreed programmes and financial commitments. You will work closely with the Defence Infrastructure Organisation (DIO) to agree project scope, priorities and delivery plans, ensuring clear reporting on both financial and physical progress throughout the lifecycle of works.
You will establish and maintain robust programme controls, including work planning, budget management, forecasting and milestone tracking, ensuring transparent reporting to the contract's Senior Management Team. You will also support the efficient management of Billable Works processes, identifying opportunities for improvement and working collaboratively with other Programme Managers and DIO teams to enhance programme delivery.
A key aspect of the role involves building strong relationships with clients and operational teams to ensure projects meet customer requirements and align with operational priorities across the estate. You will support the delivery of annual programmes, provide regular updates to DIO stakeholders and produce end-of-year programme completion reports.
You will also contribute to broader strategic objectives, including identifying opportunities to support the MOD's carbon reduction targets and sustainability goals through the delivery of improvement projects across establishments.
About YouYou will bring proven experience managing complex programmes or project portfolios, with strong skills in stakeholder management, cost control and programme planning. You will be confident coordinating multiple activities simultaneously while maintaining clear oversight of delivery timelines, budgets and operational priorities.
You will have the ability to influence senior stakeholders, communicate effectively with both technical specialists and senior leaders, and ensure alignment between operational delivery teams and client expectations.
Experience with in construction, infrastructure, facilities management or defence environments would be advantageous, particularly where projects involve regulated environments or complex stakeholder structures. Knowledge of CDM regulations and ISO management frameworks is also beneficial.
You will be highly organised, analytical and proactive, with strong IT skills and the ability to work effectively with programme management systems and reporting tools. Membership of a relevant professional body such as APM and a background in facilities management or construction project delivery would be advantageous.
