LCCC’s policy team is growing in line with our expanding portfolio of low carbon schemes. We’re looking for a policy professional who is passionate about decarbonisation and driving progress towards government’s Clean Power and Net Zero targets.
The Low Carbon Contracts Company (LCCC) and The Electricity Settlements Company (ESC) are private companies wholly owned by the Secretary of State for Energy Security and Net Zero. We perform central functions in the operation of the low-carbon electricity generation Contracts for Difference (CfD), the Hydrogen Production Revenue Support Contracts (HPRSC) and electricity security Capacity Market (CM) schemes. LCCC also has a central role in delivering the nuclear Regulated Asset Base (RAB) funding model, the Dispatchable Power Agreement (DPA) for Carbon Capture Use and Storage (CCUS) power plants, the Industrial Carbon Capture (ICC) and also the ICC waste support contracts.
Policy & Regulation Team
This team has a central role in the delivery of LCCC’s corporate strategy to accelerate the delivery of Net Zero 2050 by shaping and implementing schemes which enable low-carbon investment at least cost to the consumer.
The key activities of the team include:
- Horizon scanning to support strategy, scheme evolution, and business readiness;
- Providing critical analysis on Net Zero policies and market developments;
- Advising and supporting Government on policy developments;
- Pursuing opportunities for policy advisory work and growth of the business;
- Engaging internal and external stakeholders including government and industry;
- Working with other parts of the business including Strategy, Analytics and Operations; and
- Identifying and being responsible for analysing commercial risks and opportunities.
The Policy & Commercial Development Lead will report to the Senior Policy & Commercial Development Manager and will be expected to work closely with other members of the team and the wider organisation. There will also be the opportunity to support and work with the wider Strategy & Development team including the team’s Director. The Policy and Commercial Development Lead will:
- Focus on the Capacity Market (including attendance of the Capacity Market Advisory Group) and Carbon Capture Utilisation and Storage schemes via policy and regulation analysis, position formation and stakeholder engagement across LCCC, DESNZ, Ofgem, NESO, Elexon, trade associations and other industry stakeholders;
- Other areas of policy and regulation include but are not limited to:
Flexibility, Storage, Elexon modifications, state aid, metering issues relating to the CM and CCUS schemes, Energy Retail including metering arrangements, levies, and other forms of scheme funding relevant to LCCC such as via direct Government funding; - Track, understand, engage with and communicate key market and policy developments in the energy and other relevant Net Zero sectors;
- Identify and produce analysis and insights that will help deliver the company’s strategy to be an independent Centre of Expertise and Trusted Advisor on Scheme Delivery, and inform company positions on future policy design and development;
