Building Inspections Officer – City of Leeds
Job Summary
The City of Leeds is seeking well qualified, motivated Building Inspections Officers in the Merit System to perform work that involves the enforcement of building, plumbing, electrical, and gas codes, and City zoning ordinances. Building Inspections Officers ensure that existing and planned structures are safe for occupancy and/or use, and of the type approved for the site. Employees in this job class interact with contractors, workers in a variety of building trades as well as homeowners and the general public.
Employees provide guidance and information regarding the acceptable construction practices and enforce existing building codes. Building Inspections Officers keep and maintain records and files of all specifications, plans, zoning appeals, complaints, sub‑divisions, approvals, and stop‑work orders. Employees work under the general direction of a supervisor who reviews work for adherence to city ordinances, codes, policies, and procedures.

Leeds: $53,602 – $83,179. Pay grade:
Grade 23. Type:

Minimum Qualifications
- Driver's license.
- Experience interpreting plans and structures for building code compliance (e.g., plumbing, electrical, mechanical, carpentry).
- Experience in at least one of the following areas:
- Installing electrical systems
- Installing and sizing heating and cooling systems and vents
- Installing plumbing systems or gas piping
- Performing structural framing/carpentry work
- Overseeing or carrying out the residential or commercial construction
Preferred Qualifications
- State‑issued license or certification in plumbing, gas, mechanical, electrical, home builder, or general contractor.
- Stormwater certification.
- International Code Council‑issued certification.
- Construction‑related trade school certificate.
- Experience as a General Contractor or Home Builder/Remodeler.
- Experience as a foreman for a construction trade.
Typical Job Duties
- Conduct building inspections following professional inspection procedures and utilizing various testing methods and equipment to ensure compliance with applicable codes and ordinances and adherence to zoning regulations.
- Enforce codes and ordinances by reviewing plans and conducting inspections to ensure compliance and safety.
- Conduct electrical inspections by comparing electrical constructions and installations to plan requirements to ensure compliance with applicable codes and ordinances.
- Conduct gas inspections by checking for gas leaks, ensuring vent lines are properly installed, and calculating BTUs of gas piping system to ensure compliance with applicable codes and ordinances.
- Conduct general inspection activities for contractors by checking for valid permits, ensuring plans comply with relevant codes, and issuing Certificates of Occupancy in accordance with professional inspection procedures so construction projects are compliant with codes.
- Conduct inspections related to life safety, handicap accessibility, and natural disasters by following professional inspection protocols and guidelines to ensure compliance with applicable codes and ordinances.
- Review plans by comparing details of plans to code requirements to ensure compliance with applicable codes and ordinances.
- Conduct plumbing inspections by comparing aspects of construction to code requirements to ensure compliance with applicable codes and ordinances.
- Engage in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
- Maintain inspection records by filing, researching, documenting records, calculating fees, and preparing for court cases so accurate records are properly maintained in a timely manner.
